Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a purchase order to Genevac, Inc., 815 Route 208, Gardiner, NY 12525 for the acquisition of two EZ-2.3 Plus Evaporation Systems plus four (4) 16x75 - 110mm tube holder (24) MK3 vacuum cleaner, refrigerated solvent condenser, swing buckets, pump, catchpot, HCL Resistance Build Option, and installation. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufactruing. The period of performance for this procurement is 6 months. The EZ 2.3 Plus Evaporation Systems plus offered by Genevac are needed urgently for efficient rugged evaporation of our biomonitoring samples. The (2) evaporators can: increase sample throughput by drying down the samples in half the time as others by comparison. Ease of use: An evaporator with similar specifications is already in use for our projects. Other instruments were surveyed but none possessed the specifications necessary for our specific method. The GeneVac, Inc. solvent evaporation systems offers: Patented Dri-Pure@ Technology to protect against sample cross-contamination resulting from sample bumping; SampleShield Technology to protect samples from overheating and degradation; Hastelloy@ for drying samples containing hydrochloric acid and nitric acid; solvent resistant 4-head diaphragm pump; Frost-free Speed Trap to trap all solvents as liquids including water; automatic shut-off after samples have dried and a 1 year extended warranty against defects, repair and replacement. Usage of this equipment will assure our biomonitoring samples are stored at consistent temperatures in support of DLS studies. Additionally, other evaporators have been utilized previously, but because of routine instrument failures due to a pump, broken collection jars, and solvent corrosion, GeneVac became the obvious choice. When other evaporators failed to perform adequately during sample preparation the GeneVac instruments from other projects were used without incident or necessity for maintenance. Due to these unique specifications, the GeneVac as described above requires little or no repair or maintenance is needed under continuous usage. We will increase our sample preparation capacity greater than 60%. No other products could meet the program requirements. The (2) EZ-2.3 Plus Evaporation System as offered will allow for the efficient evaporation of our samples. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Genevac, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the equipment to Vallerie Redd VIA E-MAIL ONLY at gfj3@cdc.gov with the solicitation number 98533 referenced in the subject line NO LATER THAN July 27, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
