- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a purchase order to Covaris Inc., 14 Gill Street, Unit H, Woburn, MA 01801-1721 for the acquisition of two Covaris S220 High Performance Ultrasonicators and a Covaris CryoPrep instrument. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 6 months. The Covaris S220 delivers a high frequency, high intensity sound wave to the system without requiring a probe to be inserted into a liquid sample. This allows the sample to remain sealed while being sonicated, and thus eliminates the spread of contamination in the lab. This sound wave being delivered is focused, as opposed to other market sonication baths; this minimizes the amount of heat being introduced into the sample as well as maximizing the amount of energy being delivered. While other sonicators can only be used with liquid samples because of the probe delivery system, the Covaris sonicator can be used with liquid, solid, tissue, powder, soil, and a variety of other sample types, especially when used in conjunction with the cryogenic preparatory instrument. Since the Covaris sonicator uses a higher frequency sound wave than other sonicators, there is no audible noise reaching the user. In addition, the entire system is contained in an outer casing, which provides secondary containment for samples as well as controlling the sound reaching the user. The settings and method profiles for this instrument are unique to the brand and model and this specific instrument is required to repeat experiments performed at Department of Defense using a Cryoprep instrument. The Covaris S220 instruments are the only commercially available instruments that form ultrasonic waves for DNA shearing and cell membrane destruction without requiring a probe. Additionally, the Covaris Cryoprep instrument is the only instrument that can be used to reproduce methods developed at the DoD. The settings and methods used on this instrument are unique to this specific brand and model. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Covaris, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the instrument to Vallerie Redd VIA E-MAIL ONLY at gfj3@cdc.gov with the solicitation number 99093 referenced in the subject line NO LATER THAN July 27, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
