Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a purchase order to Gilson, Inc. 3000 Parmenter St., P.O. Box 620027, Middleton, WI for the acquisition of two Gilson GX281 Liquid Handlers. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 6 months. The Gilson GX281 Liquid Handler is the only system on the market that meets the needs of the laboratory applications. The primary reason this system is unique is that this system can dispense large volumes (>25mL) to small volumes of 100uL or less in the same automated procedure with high accuracy and precision (CV<2%). In addition, analytical procedures have been developed on the Gilson liquid handling platform that have been used for long term analytical projects such as the National Health and Nutrition Examination Survey. Therefore, replacement of aging equipment with this newer model of the Gilson liquid handler is a requirement for continuation of current programs. The Gilson liquid handler has the capability to automate the following procedures in one automated method. • Dispensing of small (10uL) to large (25mL) volume of solvents and/or analytical standards on the same automated procedure with a CV dispensing of less than 2% • Capability to mix samples (10-50mL) by rotation for a specified amount of time. • Septum piercing probe allowing us to use septa on all solvents and test tubes used in the automated procedure. Gilson Inc. is the only contractor that can offer liquid handling laboratory instrumentation that meets the laboratory's requirements. Furthermore, the liquid handling instruments offered by Gilson Inc. provide for easily interchangeable configurations - giving virtually infinite flexibility/customizability for unique laboratory uses. Specifically, the GX281 can perform both large and small volume liquid handling tasks with excellent accuracy and precision. In addition, the Gilson GX281 offers a highly sensitive liquid level detection system which is paramount in ensuring the precision and reproducibility of the laboratory's analytical procedures. Liquid handling instruments offered by other vendors have either: too few options in terms of customizability; or they don't offer the same accuracy/precision at both large and small volumes; or they don't offer a liquid detection system suitable for our laboratory's application. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Gilson, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the instruments to Vallerie Redd VIA E-MAIL ONLY at gfj3@cdc.gov with the solicitation number 99103 referenced in the subject line NO LATER THAN July 27, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
