- Forest Road 2207 M.P. 2.3 ERFO FY09 The Olympic National Forest intends to acquire by contract repair of Forest Service Road (FSR) 2207 at M.P. 2.3. This is a fill repair project consisting of the following major items of work: reconstruction of the roadway, including riprap fill, borrow, installing a 24-inch culvert with elbow and downpipe, underdrain system, clearing and grubbing, seeding and mulching. This project is located on the Pacific Ranger District of the Olympic National Forest, Section 31, Township 21 N, R 9 W, near Hoquaim, Washington. It may be reached by traveling North from Hoquiam on HWY 101 for approximately 26.8 mile to Forest Service Road No. 22 (Donkey Creek). Turn right from HWY 101 onto Forest Road 22. Proceed on Forest Road 22 for approximately 8.3 miles to the intersection of Forest Road 2204. Turn left onto Forest Road 2204. Proceed on Forest Road 2204 for approximately 0.85 miles to the intersection of Forest Road 2207. Turn right onto Forest Road 2207. Proceed approximately 2.3 miles to the project site. Estimated price range is between $100,000 and $250,000. Performance and Payment Bonds are required. Davis Bacon wage rates apply to this project. The construction season for this project is from JUNE 1st to SEPT. 30th. The contract completion date is SEPT. 30, 2012. Project Manager is Mr Guadalupe Cisneros, 360-956-2353. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on the basis of: (1) the merits of the offer; (2) the risk associated with the offeror's; experience; past performance; managers, key personnel, & subcontractors; use of biopreferred products; price realism; and our level of confidence in the offeror (LOCAR). Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. This solicitation will be available on or about JULY 27, 2011. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
