- This is a combined synopsis and solicitation for the following Sole Source commercial items, Item Descriptions: Items: Opal Encapsulater Software Maintenance and Reinstatement Fee- SOLE SOURCE REQUIREMENT 0001 REINSTATEMENT FEE 4000002070-RF DFAAS HILL AFB FOR CONTRACT 4000002070 1 EACH 0002 ENCAPSULATER SOFTWARE MAINTENANCE 4000002070- 01011-05311 JAN 1 2011 - MAY 31, 2011 1 EACH FOR CONTRACT NUMBER 4000002070 REFERENCE HEREIN. SOLE SOURCE - This acquisition is for software renewal which will ensure GBS can continue to support the warfighter by allowing GBS to continue to properly encapsulate data transmitted from the System Broadcast Managers to the Transportable Ground Receive Suites. This software is integrated into a fielded, DOD weapon system which is in a sustainment phase, therefore this software cannot be removed and/or replace. This software maintenance renewal is only available through Thomson. There are no other vendors or resellers of this software. The Government intends to place a Single, Firm-Fixed Price order without discussions to the responsible offeror whose offer conforming to the Purchase Specification will be Best Value to the Government. Best Value is the most advantageous offer, price and other factors considered with the Government's stated importance of evaluation criteria. The Evaluation Criteria are: 1. Technical - Must be Opal Encapsulator Software Maintenance- No substitutions will be allowed. 2. Price. The Government intends to evaluate proposals and award a contract without discussions. Therefore, offers should submit their best offer up front. Do not assume you will be able to revise your offer. The solicitation issue date is JUL 12, 2011. Offers are due on JUL 18, 2011 at 10:00 am This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ) F2DCBA1040A002. Submit written offers, oral offers will not be accepted. Full and Open - No Set-aside All firms or individuals responding must be registered with the Central Contractor Registration (CCR). Certs and Reps can be filled out on ORCA. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06.
