Description
Statement of Purpose: NASA recognizes the power of strategic and mutuallybeneficial partnerships to improve efficiency and maximize its outreach to the publicconcerning NASAs programs. To this end, NASA seeks unfunded partnerships withorganizations to help promote awareness of NASAs history. The purpose of thisAnnouncement is to determine interest by non-government entities in reprinting NASAhistorical publications that were originally published by the Government Printing Office.NASA would benefit by having valuable historical publications available to the public,which will increase general awareness in the U.S. and abroad of NASA historical programsand activities; and respondents could benefit from enlarging their portfolio of aerospacepublications and increasing sales worldwide. A complete listing of NASA History Series titles, as well as related historicalpublications not formally in the NASA History Series, is available fromhttp://history.nasa.gov/series95.html online. Publications that are currentlyout-of-print are properly identified. NASA Contributions: NASA will provide any Partners with the following: (a)high-resolution electronic image and word processing text files, whenever feasible. (b)an errata sheet listing any errors that NASA is aware of for each title to be reprinted.(c) a review of any modifications and additions (including artwork and covers) proposedby the Partner for a reprint title in a reasonably timely manner. Approval of the finaltext is required by NASA, which will not be unreasonably withheld. General Information: Respondents will be responsible for financing their own activities,both in furnishing the information to respond to this Announcement and to undertake theresponsibilities required to reprint and market out-of-print publications. No NASAfunding is available for this purpose. All activities will be accomplished on a nonexclusive basis. Therefore, NASA may enterinto similar arrangements for the same or similar purpose with other entities. NASA may enter into Space Act Agreements with respondents consistent with its authorityunder the National Aeronautics and Space Act, 51 U.S.C. 20113(e).NASA seeks to providefor the widest practical and appropriate dissemination of information concerning NASAactivities and the results thereof. This announcement does not constitute an obligationfor NASA to begin negotiations or enter into agreements with any respondents to carry outthis activity. NASA reserves the right to select all, some, or none of the responses fornegotiations of Space Act Agreements. NASA reserves the right to amend or withdraw thisAnnouncement at any time. Eligibility and Target Audience: All organizations are eligible to submit a response tothis Announcement, including international entities. The target audience is commercialpublishing companies, particularly those specializing in aerospace history or reprints,which have a broad marketing reach. Submission Details: All responses under this announcement must be emailed to StephenGarber, NASA History Program Office, at stephen.j.garber@nasa.gov. This announcement isopen for response immediately and will remain open through 31 August 2011. Questions mayalso be provided to Stephen Garber at the same email address, above. Responses to this announcement should be no more than four (4) pages in length andinclude the following information: -Name of respondent organization, principal individuals of the organization, includingname, mailing addresses, phone numbers, fax numbers, email addresses. -Brief overview of their business, publications, distribution, Description of experience,and demonstration of the financial resources needed to be successful. Description of theparticular NASA publications the respondent is interested in reprinting (seehttp://history.nasa.gov/series95.html ). Summary of proposed plan for publicationincluding timeline, target audience, anticipated reach and metrics for measuring successof wide dissemination. Responses should be submitted in Microsoft Word or Adobe PDF format. NASA does not haveany other specific format requirements. Responses should not include any proprietaryinformation. Government personnel and contractors will participate in the evaluation ofresponses. Information provided in response to this Announcement will not be returned. Evaluation Criteria: NASA will evaluate the proposals based on the following criteria: Alignment of the values of the respondents business with those of NASA. Ability toreprint selected publications within the timeline established by mutual consent and toreach a broad sector of the public.
