Description
SYNOPSISSupercritical Fluid Chromatographic System Synopsis The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation, Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to a Supercritical Fluid Chromatographic System. The acquisition of this Commercial item will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing. OTAQ is not only responsible for regulating engine and motor vehicle emissions, but to support its mission of advancing clean vehicle fuels and technologies, OTAQ also analyzes fuels and fuel additives. Emissions statutory requirements are constantly evolving to meet the inclusion of the various types of automobiles and trucks being offered by manufacturers. To facilitate the testing and ultimate certification of these vehicles, there is a need to analyze gasoline and diesel fuel. These responsibilities require specialized fuels test support equipment to facilitate and carry out the regulatory mission. The equipment described in the forthcoming Statement of Work is required so that the U.S. EPA can perform this testing function in compliance with applicable regulations governing the testing of renewable fuels. The system shall have the following general features: The System shall be fully capable of performing both ASTM D5186 Standard Test Method for Determination of Aromatic Content and Polynuclear Aromatic Content of Diesel Fuels and Aviation Turbine Fuels by Supercritical Fluid Chromatography, and ASTM D6550 Standard Test Method for Determination of Olefin Content of Gasolines by Supercritical-Fluid Chromatography, without modifications or amendments to the methods. All specifications of the methods shall be met. The System shall contain a Chromatography unit for Supercritical Fluid Chromatography(SFC) that contains the specified columns, dual switching valves configured as specified, and that operates on CO2, as specified by both ASTM D5186 and ASTM D6550. The System shall contain either a Gas Chromatography(GC) type of oven or a High Performance Liquid Chromatography(HPLC) type of column heater in the Chromatography unit that is capable of holding the temperature ?0.1?C at temperatures from ambient to 400?C. The Instrument and Software shall meet ASTM D6550, ASTM D5186 and ISO 17025 standards. The Supercritical Fluid Chromatographic System shall conform to the requirements specified in the full SOW. For the equipment specified, the Contractor shall have total system responsibility, which shall include all phases of the project, configuration, design, fabrication, assembly, integration, quality assurance, delivery to EPA-NVFEL, installation, calibration, commissioning, acceptance testing, documentation, and training of EPA staff. The Contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO standards.Estimated Delivery is no greater than 60 days after receipt of award, Installation approximately 75 days after award, final acceptance testing 80 days, and training within 90 days of award. Award will be made on a ?Best Value? basis. All non-price evaluation criteria, when combined, are significantly more important that price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; past performance record under comparable contracts; and relevant corporate experience. It is anticipated that the solicitation will be posted on or about July 27, 2011 the EPA home page on the World Wide Web (www.epa.gov).
