Description
The Office Of Public Health and Science (OPHS), Office on Women;s Health (OWH), through the Division of Acquisition Management, Program Support Center, intends to award a sole source contract using simplified acquisition procedures to Weaving Our Way to Health, Inc., 8016 Flourtown Ave., Wyndmoor, PA 19038. The contractor shall will provide professional services for the 2011 National Conference on HIV and Violence Against Women (VAW). The primary goal of conference is to enhance the understanding of women's health and well-being as influenced by two highly stigmatized and gendered national pandemics: HIV/AIDS and VAW. In addition, lessons learned and recommendations for future interventions will be featured. The conference is intended for healthcare and service providers, researchers, advocates, community educators, and policy makers. The conference will highlight current research, programs, and partnerships addressing the intersection between HIV/AIDS and VAW. NEED AND JUSTIFICATION: Domestic Violence is an epidemic throughout the world. In every country where reliable, large-scale studies have been conducted, results indicate that between 10% and 50% of women report they have been physically abused by an intimate partner in their lifetime (World Health Organization). Social intolerance of domestic violence has led many countries to enact laws addressing violence against women. In the U.S., the Violence Against Women Act (VAWA), passed in 1994 with additions passed in 1996 and 2000, outlined grant programs to prevent violence against women and established a national domestic violence hotline. Passage of the VAWA led to the enactment of more than 1,500 state-level laws, and ushered in a new era of funding for intimate partner violence (IPV) prevention, IPV victim assistance, and batterer intervention programs (BIPs). The primary goal of conference is to enhance the understanding of women's health and well-being as influenced by two highly stigmatized and gendered national pandemics: HIV/AIDS and VAW. The contractor shall perform that complete the following tasks at no additional cost to OWH: Task 1 Coordinate the implementation of the 2011 National Conference on HIV/AIDS and Violence Against Women Task 2 Provide marketing for the conference through conference flyers, registration forms, and web postings. Task 3 Capture data about professional background and affiliations of all conference participants. Task 4 Develop a conference evaluation to assess if conference learning objectives have been met and summarize conference participant evaluations. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
