Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-11-T-0367 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest edition of the Federal Acquisition Circular. This solicitation is issued on an Total Small Business Set-A-Side basis, NAICS Code 611710; The Center for EOD and Diving requires the following: Advanced PIC Course STATEMENT OF WORK FOR NAVAL SCHOOL EXPLOSIVE ORDNANCE DISPOSAL AIEDD DIVISION ADVANCED PIC PROGRAMMING COURSE 1. SCOPE. 1.1 This Statement of Work (SOW) defines the requirements for one 10 day PIC Programming Course to be held off site in Niceville, FL or surrounding area starting 03OCT11 through 14OCT11. There will be 6 students attending the course. 2. APPLICABLE DOCUMENTS 2.1 Vender Quotes 3. REQUIREMENTS. 3.1 General. At a minimum this electronics course must meet the training objectives outlined below. The instructor must have experience in electronics as related to improvised explosive devices, and an excellent grasp of physics and mathematics related to electronics. Three electrical engineers must also be present for technical assistance during the lab portion. This course is intended to be a train the trainer course for the electronics related to improvised explosive devices. Students in this course will already be familiar with electronics; this course will further develop that knowledge. After completion, students should be able to teach more basic electronics principles and construct IED training aids powered by embedded systems. All CAD designs must be in Cadsoft Eagle and all source code must be in PICBASIC PRO to match the students experience. Design Standards: All circuit boards in the devices described in this SOW are to be professionally engineered and assembled free of operational and cosmetic defect. "Hobby level" quality is not acceptable. All soldering must be both functional and free of defects. Cold solder joints are not acceptable. Solder joints must have a concave fillet. Repair of circuit defects by use of "jumper wires" is unacceptable. Trace width will be a minimum of 0.032 inches and a maximum of 0.05 inches. Boards must be manufactured to meet IPC Class 2 standards at a minimum. Solder mask must be NAN-YA NPG-R/NPG-TL or equivalent. Boards must be manufactured at a board house with at least the following certifications: UL94V-0, ISO-9002, QS-9000, ISO-14000 3.1.1 Topics. This course will cover intermediate level PIC programming in PIC Basic Pro. Focus will be given to advanced logic topics as well as sensor interfacing. Hardware designs will be completed by the vendor prior to the course to ensure maximum time is devoted to programming topics. Each student will be provided with materials to complete the lab projects. 3.1.2 Lecture. Lectures topics will include: Basic Electronics Refresher, Basic Programming Logic, Advanced Logic Techniques, PIC Basic Pro Syntax, UART Communications, and Hardware Interfacing. 3.1.3 Labs. Students will construct the following 5 devices on PCB s provided by the vendor. PIC IED Board (Sensor Interfacing) Alarm Panel with LCD Display (Sensor Interfacing, EOL, Display) XBEE Long Range RF Controller (UART, Communications, RF) Substitution Box (Interfacing) 20KV High Voltage Power Supply with Triggered Spark Gap and Sensor Interface.
