Description
P-Phone Performance of Work Statement Contractor shall provide all labor, supervision, management and equipment, to include vehicle, cell phone and tools for technician support for the installation of telephone systems and support all add/move changes to SL-100 and Millennium switches, ITT 3100, Norstar and Executone Key Systems for Langley Air Force Base (LAFB) and outlying base facilities. Contractor shall perform all assigned duties according to this Performance Work Statement (PWS), Air Force Instructions (AFIs), regulations, industry standards, established guidance and contract law. This is a synopsis for a commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Proposal (RFP) and expected to be posted for solicitation by July 20, 2011. This solicitation document is those in effect through Federal Acquisition Circular 2005-40. This acquisition is a Small Disadvantaged Business (SDB) set-aside. The associated NAICS code is 517919 with a 25 million dollar size standard. This RFP contains 4 CLINs for 1 base year and option years; proposal must include all CLINs and PWS requirements. The line item description is as follows for the base year and each option year: CLIN 0001 Base Year -Technician to provide installation for copper communication cables/digital telephone set for base year, CLIN 1001 Option Yr 1 - Technician to provide installation for copper communication cables/digital telephone set for option year 1, CLIN 2001 Option Yr 2 -Technician to provide installation for copper communication cables/digital telephone set for option year 2, CLIN 3001 Option Yr 3 Technician to provide installation for copper communication cables/digital telephone set for option year 3. Submittal of "Or Equal" items is allowed under this solicitation. When quoting an "or equal" item, offeror must submit all descriptive literature, specifications, catalogs, etc., along with their quotation, necessary to meet the requirements of this solicitation to be eligible for award. FOB point is Destination. The required period of performance start date is 11 August 2011 thru 10 Aug 2012 for the Base Yr; 11 Aug 2012 thru 10 Aug 2013option yr 1; 11 Aug 2013 thru 10 Aug 2014 for option yr 2; and 11 Aug 2014 thru 10 Aug 2015 for option yr 3. Electronic submissions will not be accepted. All proposals shall be mailed to POC Grace Andriliunas at 633rd CONS/LGCA, 402 Helms Ave, Bldg. 801, Langley AFB, VA 23665-2088. EVALUATION OF PROPOSALS: Proposals will be evaluated IAW 13.106-2. Award will be made to the responsible offeror who's proposal represents the best value in terms of technical (capability of item(s) offered to meet the government need), price, and past performance, which will be most advantageous to the government. Proposals must be signed, dated and submitted by 15 July 2011, 4:00 pm, Eastern Standard Time (EST) to the 633rd Contracting Squadron/LGCA, Attn: Grace Andriliunas, Contract Specialist, Commercial Phone 757-225-1542, E-mail grace.andriliunas@langley.af.mil LATE OFFERS: Offerors are reminded that delivery of proposal/offer prior to the closing date and time will not constitute a timely submission of proposal/offer unless it is received by the government prior to the closing date and time. Proposals or modification of proposals/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)). All contractors must be registered in the Central Contractor Registration http://www.ccr.gov database prior to any contract award. Please submit the following information with each proposal: Cage Code, DUNS number, Federal Tax Identification Number, Prompt Payment Terms, Delivery Time, and GSA Contract No. (if applicable), Date offer expires, warranty, Line item unit price, and Total cost.
