Description
This Sources Sought Notice is for market research purposes only and shall not be construed as a Request for Proposal or an obligation on the part of the Commodity Futures Trading Commission (CFTC or the Commission) to acquire services. The Government may or may not issue solicitation documents. The Commission does not intend to award a contract on the basis of this Sources Sought, nor pay for the information provided. No entitlement to payment of direct or indirect costs or charges shall arise as a result of submission of responses to the Sources Sought and the Commission's use of such information. Introduction: The Commission is responsible for regulating commodity futures and option markets in the United States. The CFTC's mission is to protect market users and the public from fraud, manipulation, and abusive practices related to the sale of commodity and financial futures and options, and to foster open, competitive, and financially sound futures and option markets. The CFTC headquarters office is located in Washington, DC and the agency has three (3) regional office locations in Chicago, IL, Kansas City, MO and New York, NY. As with other Federal Agencies and in accordance with the applicable federal guidelines and Presidential Directive, the CFTC has an Automated External Defibrillator Program to support persons working at all of the agencies office locations. The CFTC Automated External Defibrillator Program has been in place since 2009. The CFTC currently has (16) Cardiac Science model number 9300E-501 AEDs (model year 2007), as follows: Washington, DC - 11 units, Chicago - 2 units, New York - 2 units and Kansas City - 1 unit. The agency anticipates buying two (2) additional newer model year - Cardiac brand - AEDs in August 2011. The two (2) new units will be installed in the Kansas City office. The agency currently has trained responders in all of the CFTC office locations who are available to react to an emergency situation, as follows: Washington, DC - 49, Chicago -17, New York - 9, and Kansas City -8. The current AED units are under warranty until 2017and it is anticipated that new units would have equivalent warranty provisions to that of the AEDs currently in use at the agency. Requirement: The CFTC's current AED support service agreement expires on 9/30/2011 and the agency wishes to continue to have these services without a gap in coverage. This requirement is for a contractor to provide all personnel, facilities, equipment, material, supplies, and services (except as may be expressly set forth as furnished by the Government) and otherwise do all things necessary for, or incidental to, providing the AED support services, as requested, including: updating the current program protocols and developing new ones, as needed; providing adult CPR/AED certification training for current and new responders; performing annual equipment service visits to service the equipment including performing updates and upgrades on equipment functions as necessary; providing program management support and program medical direction and oversight to include keeping CFTC abreast of changes in the law that impact the program and American Heart Association (AHA) requirements and helping the CFTC ensure that the current equipment is up to standards as dictated by current Federal guidelines and the AHA requirements; and, assisting as needed in periodic practice sessions and mock drills in order to evaluate the success of the program. The contractor shall be expected to honor all warranties on all of the AED units. Requested Information: Responses to this notice should include: (1) company name, address and point of contact, (2) a description of the relevant software you offer and a description of how it meets the specific capabilities listed above; and (3) client references to whom you provided these products/services within the past three years with points of contact. Responses to this notice must be submitted by email and received not later than July 26, 2011.
