Description
VHA Office of Policy & Services - Strategic Facilitation Services Request for Information VA-701-11-RI-0362 I. Introduction: This sources sought notice is for market research purposes in accordance with the Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. This sources sought notice is a Request for Information (RFI) before the release of any resultant solicitation. This is not a request for a proposal and does not guarantee the release of any solicitation. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for High Level Strategic Facilitation Services. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: The purpose of this project is to facilitate and communicate technological, organizational and cultural change within OPS, in a way that proactively supports the OPS vision and mission and the successful implementation of the VHA OPS Re-Organization. The scope of support contributes to a structure that can realize the vision of the health information delivery environment of the 21st Century. III. Requirements: Contractor shall continue to build on previous efforts of the VHA Executive Leadership Direction for the organization. The contractor will work with the Project Manager, employees, workgroups, and others as appropriate, to facilitate the ongoing development and implementation of a system and processes to promote and communicate technological, organizational, and cultural change within OPS. "Support and provide consultation to the VHA Chief Officer, Director for Business Operations and the Director for Communications regarding practical applications that support and communicate organizational, technological, and cultural change. "Facilitate meetings that support the accomplishment of the OPS mission, vision, and successful implementation of the VHA OPS re-organization. "Facilitate OPS Common View Meeting for VHA OPS senior leadership. "Facilitate workgroups in their efforts to develop, measure, and monitor improvement recommendations. "Facilitate and communicate the facilitation services for the OPS re-organization plan. "Work in concert with the Project Manager to establish communication processes with OPS VHA Chief Officer (and others, as appropriate) to support VHA OPS reorganization. "Work in concert with the Project Manager to facilitate and communicate the processes to seek staff input, analyze information, and provide data on internal staff communication gaps and suggested interventions to top management. "Write draft communications, documents and support materials for the Project Manager, OPS VHA Chief Officer, and others, as appropriate that facilitate communication throughout the organization. "Consult with the VHA Chief Officer, Director for Business Operations, and Project Manager regarding practical applications that support and communicate organizational, technological and cultural change. "Facilitate meetings, including agenda preparation and meeting summaries. "Establish a communication processes with VHA Chief Officer (and others, as appropriate) to support VHA OPS reorganization. "Facilitate and communicate processes to seek staff input, analyze information, and provide data on internal staff communication gaps and suggested interventions to top management. "Write draft communications, documents and support materials for the Project Manager, OPS VHA Chief Officer, and others, as appropriate, to facilitate the communication throughout the organization. "Through facilitation provide effective support towards completion of a Chief Officer and VHA focused reorganization and socialization. Facilitation of executive briefings, executive decision memoranda, general memoranda, policy, and process as required for execution of program management processes, and business requirement prioritization within VHA OPS as requested. IV. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following minimum information: 1.Company name, Duns Number, Company point of contact name, telephone number and email address 2.Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.) 3.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS 4.Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. 5.Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. a.The name, address, and value of each project. b.The Prime Contract Type, Firm Fixed-Price, or Time and Material. c.The name, telephone and address of the owner of each project. d.A brief description of each project and why it is relevant to this requirement. Include difficulties and successes. e.Brief description of your company's role and services provided for each project. 6.What is the normal length of a contract for the requirements described above? 7.Do you perform the work on-site? Can it be provided off-site? 8.What kinds of performance incentives are used? 9.What kinds of performance assessment methods are commonly used? 10.What are the common qualifications of the people who are providing these services? It is requested that the above information be provided no later than July 25, 2011 at 03:00 PM EST. Responses should be emailed to Adrian Cadena at Adrian.cadena@va.gov. All email correspondence for this project must reference the RFI Number, Project Title in the subject line of the email. Example: RFI VA-701-11-RI-0362, Strategic Facilitation Services.
