- COMNAVAIRSYSCOM is seeking information from potential suppliers regarding compatible multi-wavelength Laser Eye Protection (LEP) (in spectacle format) that can be used in conjunction with rotary and fixed wing aircrew and is physically and spectrally compatible with the Joint Helmet Mounted Cueing System (JHMCS) and existing Chemical Biological Radiological (CBR) Protection Assemblies. THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. This announcement is NOT A REQUEST FOR PROPOSAL nor does the Government intend to pay for any information submitted in response to this synopsis. This synopsis does not commit the Government to award a contract. This synopsis is for market research only and any procurement resulting from this announcement will be synopsized separately. This sources sought synopsis is seeking information from sources who are capable of manufacturing JHMCS-compatible, LEP in a spectacle format that provides protection against multiple wavelengths (visible and near infrared). Responses to this sources sought synopsis shall be in the form of a technical approach that outlines processes needed to ensure that all aspects of a systems engineering methodology are used in the execution of the program. At a minimum, the following shall be provided in a capability statement / documentation (under 25 pages) specifically addressing: 1) Projected cost for an anticipated initial production of 100 - 500 units; 2) Completed engineering analysis (including component materials and production maturity); 3) Quality assurance and performance test methods; 4) Planned technical approach to this program; 5) Potential teaming arrangements; 6) Related past performance; and 7) General corporate information. All questions must be submitted in writing (i.e. fax, email, or letterhead). Telephone responses will not be accepted nor will phone messages be returned. Proprietary data MUST be marked on a page-by-page basis, and will be kept restricted and protected in accordance with the Uniform Trades Secret Act. In addition, pursuant to 10 U.S.C. 2533a, vendors must certify their product is Berry Amendment compliant - manufacturers must list the origin and place of manufacturing operations of all components. All responses shall be submitted by 12:00 p.m. (Noon) Eastern Standard Time on 26 July 2011.
