- NLE 2012 RFP The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) has a requirement for services to support the National Level Exercise (NLE) 2012 process and events, located at 800 K Street, NW Washington DC. This acquisition will support the National Exercise Division's (NED) design, development, conduct, and evaluation of NLE 2012. The Contractor shall support the government program manager by providing expertise and capabilities to assist in the management and administration of the NLE 2012 process and in the design, development, conduct and evaluation of various events within. NLE 2012 will require an exercise support team including technical specialists and subject matter experts that can staff and facilitate all aspects of design, development, conduct and evaluation of the NLE 2012 cycle of events. NLE 2012 shall focus on National prevention, protection, response, and recovery measures pertaining to a series of cyber terrorism-related activities. For planning purposes, NLE 2012 will involve the Federal Department and Agency headquarters elements in the National Capital Region, three FEMA Regions and select states, and select international governments. The general categories of support requirements are planning and logistics, conduct exercises and events, and evaluation. See the attached RFP, HSFEEM-11-R-0039, for complete details of the requirements of this solicitation. The contractor shall provide the necessary labor, equipment, and materials to perform the work and deliver the products described and required in the Statement of Work (SOW). The resulting contract will have a Base Period of Performance of eight (8) months followed by one (1) Option Period of one (1) year. Award of a Cost Reimbursement (CR) contract is contemplated and it is anticipated that the Request for Proposal (RFP). Questions regarding the RFP will not be responded to until the date(s) set forth in the RFP package or any subsequent amendments. Proposals will be due 30 days after the release date of the RFP. THIS ACQUISITION IS BEING OFFERED FOR COMPETITION LIMITED TO ELIGIBLE SMALL BUSINESS CONCERNS. Only those small business vendors that are certified by the U.S. Small Business Administration (SBA) will be allowed to participate in this announcement. All responsible sources may submit a proposal, which shall be considered. To be considered, a vendor must be classified a small business under the North American Industry Classification System (NAICS) code 541611(Administrative Management and General Management Consulting Services) with a size standard of $7 million average annual sales or receipts for the preceding three (3) years. Each firm claiming small business status is required to provide a copy of its SBA certifications to the Contracting Officer with its response to this announcement. Offerors must submit all questions concerning this solicitation, in writing, to the contract specialist identified below. All questions must be submitted no later than 07/21/11 2:00 p.m. (Eastern Standard Time).
