- Request for Information in Support of a Planned Solicitation Pertaining to DIGITIZATION AND STORAGE OF VARIOUS MEDIA FORMATS Introduction The Defense Imagery Management Operations Center (DIMOC) is developing requirements for digitization and digital storage of its media inventory as well as web-based search and retrieval capability. The purpose of this Request for Information (RFI) is to gather information to assist the DIMOC in developing a Statement of Objectives (SOO) that allows for spirited competition, cost efficiency, proper care and handling of camera original media, and innovative approaches to preservation of archival media, cataloging, and making the digital products available to authorized customers. DIMOC requests the participation of industry to assist in formulating its requirements in such a manner that promotes competition, and in identifying qualified vendors who are able to meet our requirements. Information on business size and socio-economic status of interested and qualified offerors is also requested in order to determine the viability of the use of targeted set-asides. The attached documents set forth objectives based on DIMOC's perspective and understanding of digitization of archival media holdings. This RFI requests evaluation of the Statement of Objectives for inherent fairness or lack thereof, and asks for suggested approaches that represent your firm's basic methodology and practices to accomplish these tasks. DIMOC is open to alternative ideas. Respondents are encouraged to provide information about alternatives that can help DIMOC best accomplish the goals of the Statement of Objectives in a cost-efficient manner that does not sacrifice compatibility or availability of digitized media. The Statement of Objectives and its attachments provide a starting point and general parameters of the requirement. Therefore, the SOO should be used as a guide, which illustrates requirements. It does not dictate a place of performance, workflows, methodology, or architecture. As a result, comments on how broad-ranging and disparate approaches can be evaluated fairly are also solicited. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
