Description
PROJECT INFORMATION: The U.S Army Corps of Engineers in implementing our Nation's goals for sustainable, energy efficient installations is initiating an Installation Outreach and training initiative to reinvigorate and Re-emphasize Master Planning as the foundation for an effective Military Construction and base development. This reinvigoration and reemphasis effort focuses on training, education and planning outreach to the Army, DoD and civilian planners, and stakeholders in the process of sustainable, energy efficient base planning. This practice involves leveraging the best planning approaches of form-based/ neighborhood (area development planning) taught by our Nation's leading planning institutions and racticed by cities and towns across America. This effort includes intensive interaction of a broad suite of stakeholders (not only traditional fields of design and construction) but families, soldiers, sailors, and airmen as well as local surrounding community. To achieve this effort, the Corps is soliciting proposals for leading accredited National planning professionals with experience in the education, training and practice of city and military master planning for the purpose of conduct training seminars, design studios and applied planning practicum (s) for a broad worldwide DoD planning community. These practicums will even require the trainer to conduct research and analysis of the existing installation situation and be able to create an unique planning report documenting the solution while documenting training learning units completed. The effort will require knowledge in the best sustainable, energy efficient planning practices, skills in natural, cultural and historical preservation, understanding of military master planning practiced by all the Services, and keen skills in planning visualization techniques. This effort will require teaching varied types of training efforts, requiring significant travel throughout the US and even around the world to our military installations. The candidates will support the Corps Master Planning training curriculum and will require certification by the AICP. CONTRACT INFORMATION: This synopsis is not a Request for Proposals. The solicitation is scheduled to be released via FedBizOpps (www.fbo.gov) on or about July 27, 2011. This acquisition will be 100% Small Business set aside. The resulting contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC). The contract period consists of a base period of 12 months and two one-year option periods. The contract's capacity is $2.1M for the base period and for each option period, if exercised. All prospective vendors are required to be registered in the Central Contractor Registration database.
