- OHC STATEMENT OF WORK This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation NFFKHC00-11-04873 is issued as a request for quotation and is solicited under full and open competition. This requirement shall be performed pursuant to terms and conditions of GSA FSS "MASS Oriented Business Integration Services (MOSIS)", Federal Supply Schedule Industrial Group, 874, Special Item 874-4, entitled "Training Services". The period of performance covers twelve (12) months of service commencing upon the date of award. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Habitat Conservation (OHC) requires Contractor expertise to develop a strategic plan and implementation process to assist in the Government's efforts of improving organizational performance and strategic direction for each division within OHC. The Government shall award a fixed-price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation and the attached Statement of Work titled, 'Office of Habitat Conservation Strategic Planning and Leadership Development', dated June 1, 2011 that will be best technically acceptable lowest cost offer to the Government. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-52. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.213-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4,Contract Terms and Conditions- Commercial Items, applies to this acquisition and there is no addenda to this provision; and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: (i) approach, (ii) personnel and (iii) past performance and (iv) price. The evaluation shall be based on the use of the following adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Superior or first class; Good (G) - Beneficial and worthwhile, sound and valid; Adequate (A) - Reasonable, sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit and Unacceptable (U) - Unacceptable as a basis for performance. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested responsible sources may submit a quotation to NOAA no later than 12 Noon (EST) Friday, July 22, 2011. Responses may be emailed to the Contract Specialist, Shirley L. Johnson at shirley.l.johnson@noaa.gov, or mailed to DOC/NOAA/AGO, 1325 East West Highway, Sta. 11124, Silver Spring, Maryland 20910. Responses shall be limited to 50 8 1/2' x 11' pages, single side black ink on white paper. No attached flyers or spiral documents will be considered. Questions must be submitted electronically no later than 12 Noon (EST) Friday, July 15, 2011. Telephone inquiries will not be accepted. The Government reserves the right to make no award and will not be liable for any costs incurred in response to this solicitation.
