Description

The Department of Veterans' Affairs, VISN 15 has requirement for FCA: Replace Domestic Water Floors 5 to Penthouse at the Kansas City VA Medical Center, 4801 Linwood Boulevard, Kansas City, Missouri 64128. Contractor shall be capable of providing all plant, labor, tools, parts, equipment, materials transportation and incidentals needed to completely prepare site for building operations, including demolition and removal of existing structure and perform work for replacement of water piping, removal of existing piping including hazardous materials, replacement of water heaters, installation of a solar pre-heating system and the installation of a 225 KVA wind turbine as required by drawings and specifications. Work includes general construction, alterations, mechanical and electrical work, concrete work, excavation and earthwork, utility systems, water storage facilities, necessary removal of existing mechanical components and systems, erection services for turbine tower, and abatement services. Period of performance shall be 360 days calendar days after the notice to proceed. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is Total Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between $2,000,000.00 and $5,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220, with a small business size standard $33.5 million. The completion period shall include final inspection. Award will be made utilizing the Lowest Price Technically Acceptable Source Selection (LPTA) Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in the VetBiz databases under the applicable NAICS. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. The solicitation package and drawings should be available for download on or about July 27, 2011, and the proposal due date will be on or about August 26, 2011. An organized site visit will be scheduled and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted.
