Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of performing the work and obtain their size classification (Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, 8(a), HubZone, Women Owned Small Business, Small Disadvantaged Business, etc.) relative to the North American Classification System (NAICS) Code 621111 with a size standard of $10M. The Department of Veterans Affairs (VA), Asheville, NC, VA Medical Center (Asheville VAMC) is seeking potential sources from health care providers capable of providing Radiation Oncology Services from a Board Certified Radiation Oncologist. Services will be provided on-site/off-site and will include face to face patient consultative services between in-house Oncologist and Radiation Oncologist for the development and implementation of patient treatment plans. Radiation Oncologist must be available for consult with inpatients as well as outpatients. Services are to be provided during regular business work hours of Monday through Friday, 8:00AM through 4:30PM. All radiation therapy is to be provided at the contractor facility and is to include appropriate follow-up services. Contractor ™s facility must be located within a 70 mile radius of the Asheville VAMC, NC. The contractor ™s staff, at a minimum, will consist of: one full-time board certified/board eligible radiation oncologist; one full time radiation physicist certified by the American Board of Radiology in either radiological physics or therapeutic radiological physics or a current contract agreement with a radiation physicist certified by the American Board of Radiology in either radiological physics or therapeutic radiological physics; one full time AART accredited radiation therapy technologist or evidence in writing that a full time radiation therapy technologist will be employed within thirty (30) days from the date of any contract that may be awarded; and one full time oncology nurse or RN or evidence in writing that a full time oncology nurse or RN will be employed within thirty (30) days from the date of any contract that may be awarded. The contractor will, at a minimum, have the following equipment available at the facility where the treatment is rendered: Mega-voltage Therapy Unit “ a 4-6 mega-voltage linear accelerator or a dual-beam accelerator with electron beam capability of a current mode cobalt 60 unit; Radiation Therapy simulator or X-Ray Unit including x-ray film processor to be used for simulation for treatment planning; Computerized Dosimetry for treatment planning program unit with the equipment, tools and accessories to provide customized shadow blocks; Physics equipment and services to monitor and measure radiation; and Digital Therapy Imaging Equipment that will allow the contractor to down load radiology images from Compact Disk (CD) or the contractor must upgrade its ™ existing equipment to accommodate this requirement within 6 months from the date of any contract that may be awarded. Potential Sources who are interested and capable of providing the above services must demonstrate their experience and knowledge of the required services and the capability to provide such services. Potential sources should identify business name, point of contact, business size and any applicable business socio-economic category (i.e. small business, SDVOSB, VOSB, SB, etc), service capability statement, information for recent and relevant projects similar in nature, DUNS number, address and any additional information felt to be pertinent. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Announcement, a solicitation announcement may be published at www.fbo.gov website. Responses to this Sources Sought Announcement are not considered adequate responses to any solicitation announcement that may result from this notice. All interested offerors will have to respond to the solicitation announcement in addition to responding to this Sources Sought Announcement. Written responses to this notice shall be electronically mailed in PDF format or word format to sandra.bennett2@va.gov or a hard copy mailed to: US Department of Veterans Affairs, Hampton VAMC, VISN 6 CAS, 100 Emancipation Drive, Bldg. 27, Attn: Ms. Sandra Bennett, Hampton, VA 23667. Telephone responses will not be accepted. Written responses must be received no later than 1:00 PM (EST), Monday, July 18, 2011. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it will be announced separately from the responses to this announcement.
