Description
Technical Exhibits (replaces original Technical Exhibits in Original Solicitation) SF 30 Amendment FA4855-11-R-0004, Construct Mountain Village, Survival Evasion Resistance Education [SERE] Urban Village, and Caves, on Melrose Firing Range, for Cannon AFB, New Mexico T his is pre-solicitation notice with the intent to advertise for the Construction of Mountain Terrorist Village and SERE Training Complex on Melrose Firing Range for Cannon AFB, New Mexico. The work consists of the contractor providing all parts, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary to accomplish all excavation and concrete work or similar, for construction work to build a rustic village which reflects the likeness of an Afghanistan village. The site is remote and located on Melrose Firing Range. With exception of non-potable well water, there are no utilities available. In addition to the Mountain Village construction, this project will incorporate four caves to be composed of, at minimum, 36" thick, 6000 psi reinforced concrete, to withstand repeated 105mm target practice rounds and 40mm armor piercing rounds. The mountain and SERE urban villages may be constructed using several shipping containers. These containers shall be constructed on a substrate that facilitates water drainage. Additionally, containers shall be placed with a drain and on a slight slope to facilitate drainage of any water that enters the container. Necessary site work for site build-up may include, but not limited to: clearing and grubbing where applicable, and providing of own means of electricity for construction. The resulting contract will be firm-fixed price. The NAICS code for this acquisition is 237990 with a size standard of $33.5M. The magnitude of this project is between $1,000,000 and $5,000,000. This acquisition is being solicited in accordance with FAR 19.1305 and set-aside for HUBZone small business concerns. This solicitation and any amendments are paperless and will be available on the internet only. The solicitation will be available on or about 12 July 2011. A solicitation mailing list will not be maintained for procurement as all solicitation documents will be available electronically and it is the responsibility of the offeror to register for notification of updates to this procurement via this website. A site visit will be conducted at Melrose Firing Range on or around 22 July 2011 (exact date, time, and location will be provided in the RFP), for the purpose of explaining the concepts involved with the project.
