Description
SF 1449 This is a combined synopsis/solicitation prepared in accordance with the format prescribed in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being accepted and a written solicitation will not be issued. The solicitation is issued as Request for Quotel (RFQ). The solicitation number is H92240-11-T-0084. The Naval Special Warfare Command (NSWC) has a requirement for a Career Management and Transition Seminar. A Firm Fixed Price (FFP) contract is contemplated. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-50 effective 15 April 2011. The associated NAICS is 423110 with a Standard Business Size of 100 employees. SECTION B: Schedules of Supplies and Services - See attached SF-1449 Solicitation/Contract/Order for Commercial Items #H92240-11-T-0084 dated 12 July 2011. Offerors must scrutinize this solicitation and ensure their quote and submissions comply with all requirements. It is not sufficient to merely state your quote complies with the solicitation requirements. The offeror must review the evaluation selection criteria and submit items A-D as directed. The offeror must submit Standard Form 1449 with a price entered for Item 0001 and applicable clauses filled-in. The offeror agrees to hold the price in its quote firm for 45 calendar days from the date specified for receipt of quotes. Quotes shall be emailed to kristen.smith@navsoc.socom.mil in Microsoft Word Document. Quotes must be received in Microsoft Word Document, no later than 9:00 AM 26 July 2011. Quotes received after this time frame shall not be considered for award. The Government will award the contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and whose proposal is considered to be the most advantageous to the Government, best value, price, and other factors (identified below) considered. For purposes of this evaluation: technical factors when combined (technical approach, past performance, and prior experience and personnel qualifications) are more important than price in making the award determination. The importance of price as an evaluation factor will increase with the degree of equality of the proposals in relation to the remaining evaluation facts.
