Description
Professional, Administrative and Management Support for the Bureau of Indian Education (BIE), Division of Performance and Accountability (DPA). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, BIE 21st Century Community Learning Centers Technical Assistance and Professional Development Support, is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. The North American Industry classification (NAICS) code is 611710 Education Support Services and the business size maximum is $7.0 Million. This acquisition is being solicited under full and open competition. The resultant contract will be awarded a firm fixed price contract as defined in FAR 16.202 with a base and four one year option year periods. The Base Period of Performance (POP) shall be from Contract Award to June 30, 2012. Reference Section 14 Period of Performance. The Government plans to make one contract award. INTRODUCTION:Under the provisions of P.L. 107-110 "No Child Left Behind" (NCLB) and the Memorandum of Agreement with the U.S. Department of Education the Bureau of Indian Education (BIE) is designated as the State Educational Agency (SEA) for 183 instructional and residential programs in 23 states. BIE's 21th Century Community learning Centers create a before and after school student achievement driven environment that supports individual success in the classroom, community and enhanced healthy life experience. As the SEA for these schools the BIE's mission is to provide quality education opportunities from early childhood through life in accordance with the Tribes' needs for cultural and economic wellbeing in keeping with the wide diversity of Indian Tribes and Alaska Native villages as distinct cultural and governmental entities, the Bureau shall manifest consideration of the whole person, taking into account the spiritual, mental, physical and cultural aspects of the person within family and Tribal or Alaska Native village contexts. 2. BACKGROUND:BIE is striving to strengthen the enrichment and academic support standards for "before and after" school practice for all BIE schools and dormitories participating in BIE's 21st Century Community Learning Centers (CCLC). The purpose of the 21st CCLC program is to establish or expand community learning centers that provide students with academic enrichment opportunities along with activities designed to complement the students' regular academic program. The 21st Century Community learning centers must also offer families of these students literacy and related educational development. Centers - which must be located in a BIE elementary or secondary school or dormitory - provide a range of high-quality services to support student learning and development, including tutoring and mentoring, homework help, academic enrichment (such as hands-on science or technology programs), and community service opportunities, as well as music, arts, sports and cultural activities. At the same time, centers help working parents by providing a safe environment for students during non-school hours or periods when school is not in session. Authorized under Title IV, Part B, of the Elementary and Secondary Education Act (ESEA), as amended by the No Child Left Behind Act of 2001, the law's specific purposes are to: (1) provide opportunities for academic enrichment, including providing tutorial services to help students (particularly students in high-poverty areas and those who attend low-performing schools) meet State and local student performance standards in core academic subjects such as reading and mathematics; (2) offer students a broad array of additional services, programs, and activities, such as youth development activities, drug and violence prevention programs, counseling programs, art, music, and recreation programs, technology education programs, and character education programs, that are designed to reinforce and complement the regular academic program of participating students; and (3) offer families of students served by community learning centers opportunities for literacy and related educational development. 3. SCOPEBIE must comply with the requirements of P.L. 107-110 "No Child Left Behind" and requires the assistance of a contractor to perform program reviews, provide technical advice, and provide professional development for after school programs such as the 21st Century Community Learning Centers. The contractor shall provide technical assistance; professional development; and evaluation on after school programs for schools identified by BIE. CONTRACTOR RESPONSIBILITIESThe contractor is responsible for furnishing all equipment, connectivity, supplies, travel, transportation of goods or equipments, or additional professional services needed to carry out the requirements of the solicitation.
