Description

Project # 646-11-117, "Heinz Insulation Removal in Building 50" at the Veterans Affairs Pittsburgh Healthcare System (VAPHS), 1010 Delafield Road, Pittsburgh PA. This is a competitive (best value) design build (DB/AE) procurement set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). General Project Scope: The DB/AE will develop preliminary drawings, working drawings, and specifications to upgrade insulation for Building 50 at the HZ Division of VAPHS. This design will include a new ceiling panel system, heating/cooling system, lighting system, the removal and replacement of the existing insulation, and removal and reinstallation of all patient lifts. This work includes but is not limited to mechanical, electrical, plumbing, structural and architectural. The existing insulation in Building 50 is a polyurethane spray on foam material (henceforth polyfoam) that was installed above the finished ceilings approximately 20 years ago. The existing insulation does not meet the current Life Safety Code requirements for use of non-combustible materials for healthcare environment. To comply with current code, the existing polyfoam insulation in Building 50 on Ground North, Ground South, and 1 South will be removed and replaced with insulation that is code compliant. The construction cost range is between $2,000,000 and $5,000,000. The applicable NAICS is 236220 with the small business size standard of $33.5 million. The Solicitation will be issued on or about August 2, 2011 to interested parties through electronic data interchange at the following URL: http://www.fedbizopps.gov for downloading FREE OF CHARGE. Any amendments to this solicitation will be available at the same website. Offerors are advised that they are responsible for obtaining amendments from the website. Any questions must be submitted to the Contracting Officer by e-mail to Lynne.Dickerhoff@va.gov and must identify project number and name in the subject. A Pre-Proposal Conference date, time and place will be identified in the solicitation. Although not mandatory, all Offerors are encouraged to attend the Pre-Proposal Conference. The Deadline for Proposals will be due on or about September 6, 2011. All responsible sources may submit a proposal which shall be considered by the agency if received timely. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov and be registered and verified at http://www.vip.vetbiz.gov prior to award of a contract.
