Description
This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services for the Transit Center at Manas, Kyrgyzstan. Description of Projects: (1) Flightline Fire Station. Construct a 1,250 square meter pre-engineered metal building to serve as the Flightline Fire Station. Work includes site preparation, interior and exterior plumbing, HVAC, Electrical/lighting, drywall, communication lines, installation of roll-up doors capable of accommodating fire engines and all necessary work to produce a complete and useable facility. (2) Operations Town Dining Facility. Construct a 512 square meter pre-engineered metal building to serve as the Operations Town dining facility. Work includes selective demolition of existing facility, site preparation, utilities, communication lines and all necessary work to produce a complete and usable facility. Project also includes asphalt parking area and 4 outdoor concrete pads for industrial freezers. (3) Passenger Terminal. Construct a 1,350 SM pre-engineered metal, 2-story facility to be used as a passenger terminal. Work will include utilities and site improvements. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. (4) Air Freight Facility. Construct a 1,340 SM pre-engineered metal, 2-story facility with all utilities and site improvements to make the facility complete and usable. The project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. (5) Aerial Port C2 Facility. Construct a 1,335 SM pre-engineered metal, 2-story facility. Work will include all utilities and site improvements. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. (6) Baggage Processing Facility. Construct a 680 SM pre-engineered metal facility to be used as a baggage storage facility for transiting personnel. The building is to have office space on the second floor. All work will be completed by Contractor. (7) Customs Facility. Construct a 680 SM pre-engineered facility to support customs operations. Site improvements include mobilization and site preparation. Utilities include installation of electrical routing, complete HVAC system, plumbing, comm., and area lighting. All work will be completed by the Contractor. The performance period will be 330 days from award. The magnitude of this construction project is between $10,000,000 and $25,000,000. All work is to be performed within the secure perimeter of the Transit Center at Manas in Kyrgyzstan. Funds are not currently available for this acquisition. No contract award will be made until appropriated funds are made available. The solicitation will be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The Government may include options in the solicitation. The acquisition will result in a single firm fixed price construction contract awarded based on a best value determination. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) July 22, 2011. Tentative date for Receipt of Proposals is August 26, 2011 and tentative award date is September 30, 2011. Date for a Pre-Proposal Conference and Site Visit will be stated in the RFP. Site Visit Information: An organized site visit will be conducted. Information on the date and time of the site visit will be conveyed in the RFP attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. Access requirements to the Transit Center at Manas will be stated in the RFP.
