- Statement of Work and associated Tasks Sole Source Justification RESEARCH ENGINEER IN ELECTRO MAGNETICS AND MATERIALS CHARACTERIZATION. The government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). The solicitation number is FA8601-11-T-0177. The NAICS Code is 541712. The size standard is 500 employees. The proposed source is University of Dayton with Dr. Andrew E. Bogle providing the service. This purchase is for research to investigate new Non-Destructive Evaluation (NDE) probes for the electromagnetics (EM) characterization of complex medias. The source for this purchase must have the ability to perform high level EM analysis as well as design, fabricate and test experimental probes. Dr. Bogle has focused his research efforts on electromagnetic analysis and can bring an immediate impact on this research effort and is the only known source able to satisfy the government's requirements. This notice of intent is not a request for competitive quotations; however, any quotation received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
