- Requirements Sole Source Justification SULFUR ANALYZER, must be capable of performing the sulfur determination in accordance with the specification of ASTM D 4294-10. The government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). The solicitation number is FA8601-11-T-0178. The NAICS Code is 334516. The size standard is 500 employees. The proposed source is Horiba Instruments Inc., 17671 Armstrong Ave., Irvine, CA 92614. The purchase is for one High Sensitivity Dedicated Energy Dispersive X-Ray Fluorescence Sulfur-In-Oil Analyzer. The instrument is required to meet a 5 ppm limit of sulfur detection and must not require inert gas supplies. This notice of intent is not a request for competitive quotations; however, any quotation received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
