Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute on Aging (NIA) intends to negotiate on a sole source basis with Ionoptix Corporation, 309 Hillside Street, Milton, MA, 02186 for the purchase of an Ion Optix fluorescence imaging system. The vendor is to provide a fluorescent ion imaging system with integrated length and sarcomere measuring capability, including installation and training. The system is to include measurement capabilities for both dual-emission and dual excitation fluorescent dyes, field stimulation and thermostatic temperature control of sample. Simultaneous measurement of cell length by edge detection and sarcomere length is required. System is to be integrated on vendor supplied inverted microscope with vibration isolation. The software and hardware are proprietary, and are not available except from manufacturer. The proposed system replaces in-house designed and built (in 1987) systems which are no longer serviceable due to loss of key personnel. The ion optix system is similar to the in-house system as published in : Spurgeon, H.A., Stern, M.D., Baartz, G., Raffaeli, S., Hansford, R.G., Talo, A., Lakatta, E.G., and Capogrossi, M.C.: Simultaneous measurements of Ca2+, contraction and potential in cardiac myocytes. Am. J. Physiol. 258: H574-H586, 1990. Over 100 papers have been published by the lab using this in-house system. It is in the best interest of the Government to match as closely as possible the capability of the replacement system to this original system to provide optimal comparability of the data. This is a proprietary system for measurement primarily of calcium ions in live cell imaging. This is the only system designed to permit true simultaneous measurement calcium or other ions by fluorescence with measurement of cell contraction and sarcomere length thereby providing the ability to relate changes in ion concentration with cell response (contraction) at a millisecond time resolution. In addition, this system will use the dyes Indo-1 or Fluor-4 which have unique properties required by our experimental tasks. Other systems use cuvette or plate reader sampling which does not permit measurement of a single isolated cell and certainly does not permit measurement of simultaneous electrophysiology parameters from the live cell. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
