Description
The Department of the Interior, U.S. Geological Survey (USGS), Southwest Biological Science Center, has a requirement for Eleven (11) Mountain Lions to be captured, processed, and released on the Nevada National Security Site (NNSS) AND Four (4) Mountain Lions to be recaptured, processed, and released on the Arizona Strip. The SBSC has undertaken a long-term study of mountain lion ecology and demography on the southern Colorado Plateau and nearby regions. The motivations for this study are (A) concerns about human safety; (B) concerns about impacts of lion predation on prey populations; and (C) concerns about impacts of human facilities and human harvest on mountain lion populations. Objectives of this regional project include: (a) explain habitat use by lions specific to different behaviors; (b) develop robust models of habitat selection applicable to all of the southern Colorado Plateau and nearby regions; (c) explain predatory behaviors of lions; and (d) explain spatial and temporal variation in lion vital rates. Lions are captured and fitted with collars which collect 6 highly accurate GPS locations per day, transmitted daily by Argos satellites to provide near real-time data collection. Locations indicating a kill are visited to document lion behaviors. Lions have been studied in the Flagstaff uplands, the south rim of Grand Canyon National Park (NP), Zion NP, Capitol Reef NP, and the Arizona Strip. The Nevada National Security Site (NNSS) is a critical additional study area for two reasons: (1) it encompasses the hot and dry extreme of mountain lion habitat, which is key to documenting the full range of variation in lion behaviors; and (2) it is part of a unique 8 million acre complex that is largely unaffected by sport hunting of both lions and mule deer, which are the primary lion prey. Nevada Department of Wildlife and US Department of Energy officials are interested in the ecology of lions on the NNSS because of concerns about effects of (i) lions on desert bighorn sheep populations (NDOW), (ii) lions on human safety (DOE), and (iii) sport hunting on lion populations (NDOW). The Arizona Strip is likewise a critical new study area because it is a key connection between Zion NP and the south rim of Grand Canyon, encompasses a range of biophysical conditions not covered in other study areas, and is the locus of several important management issues and proposed management actions related to lions. Arizona Game and Fish Department (AGFD) managers are concerned about impacts of lion predation on local bighorn sheep and pronghorn populations. In response, they plan to kill lions. They are also concerned about impacts of disease on bighorn sheep and plan to build water developments to disperse sheep, but with the possibility of attracting sheep to good lion habitat. This work will provide information important to informing our broader regional lion study as well as addressing local management issues related to lions. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is G11PS00654 and is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in affect through Federal Acquisition Circular (FAC) 2005-53, effective 05 July 2011. This requirement is subject to the information in the attached Instructions, Statement of Work, and Clauses. As well, see solicitation RFQ Standard Form 18 with list of the Contract Line Items. The tentative period of performance is August 2011 to January 2013. The Government anticipates award of a commercial, Firm-Fixed Price type contract. All firms must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov, as well as, the Online Representations and Certifications Application (ORCA) to be considered for award.
