- Description
- Quinault Sewage Treatment Plant Facility Upgrades. The Olympic National Forest, Washington, intends to acquire by contract the following upgrades to the Quinault Sewage Treatment Plant (QSTP) facility at Lake Quinault, 353 South Shore Road, Quinault, Washington: (1) Furnish, install and test a new 125KW standby diesel generator and trailer and plug cord sets located at Pump Station #2; (2) Provide a concrete pad for generator trailer and transfer switch enclosure including clearing, grubbing and excavation; (3) Furnish, install and test an automatic 200A 120/208V 3 phase, 4 wire Nema 4SS Transfer switch and a walk in fiberglass enclosure, light, heater, outlet for new standby generator at Pump Station #2. Modify existing electrical service entrance equipment for new transfer switch; (4) Modify pump station #1 Control panel and pump station #2 control panel to add a time delay relay for generator start; (5) Furnish, install and test a new PH control system consisting of two chemical feed pump / controllers and probe sensors and associated wiring. Provide a new enclosure for new chemical feed pumps; (6) Furnish, install and test replacement of existing Plant outside lighting fixtures and light controls at sewage treatment plant; (7) Furnish install and test modifications to existing heat trace systems at sewage treatment plant; and (8) Furnish install and test a new frost proof hydrant and associated plumbing. The contract performance period is from date of award to September 30, 2012. The government will proceed to issue a Request for Proposal (RFP) solicitation as a total small business set-aside. The government estimated value is between $100,000.00 and $250,000.00. Offerors will be evaluated on: price; experience; past performance; key personnel and subcontractors; proposed equipment; price realism; and Level of Confidence Assessment Rating (LOCAR). Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. A bid guarantee, performance bond, and payment bond are required. Davis Bacon Act wage rates apply. The proposed contract-type is firm-fixed price. This solicitation will be available on, or about, JULY 25, 2011. The NAICS Code for this procurement is 237110 and the annual size standard is $33.5 million. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
