- The Bureau of Indian Affairs (BIA) intends to Sole Source Blanket Purchase Agreement for Wired Telephone and Telecommunication services to Central Montana Communications, Inc. The BIA Rocky Mountain Region (BIA/RMR), intends to make a firm-fixed price, sole source award to Central Montana Communications in Havre, MT. Statutory authority for the sole source is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1,"Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The contract period will be for a month to month, NTE one year from date of award. Offerors able to provide the required service are invited to identify their interest and ability to meet the requirements by submitting a qualifications and capabilities statement and any other information which shows a bona fide ability to meet this requirement. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone inquiries will not be honored; however, interested parties may submit literature detailing how their services meet the BIA requirements to the Contracting Officer. If no affirmative responses are received by 1:00 pm MDT, Tuesday July 12, 2010 that support the determination that a comparable source more advantageous to the Government is available, a contract will be awarded to the aforementioned source. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The intent of this Special Notice is for informational purposes only. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED. Once questions are e-mailed, it is the responsibility of the Offeror to call (406) 247-7941 and ensure that all e-mail submissions have been received, no later than the above due date.
