Description
This announcement serves as a pre-solicitation notice. This pre-solicitation notice is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotations. The US Environmental Protection Agency (EPA) is setting aside this requirement for Small Business. The The North American Industry Classification System (NAICS) 562910 code is applicable to this procurement of environmental remediation services for the Maiden Lane subsite of Operable Unit #04 at the Riverfront Superfund site. This requirement includes excavation/backfill, installation of infiltration fields and manholes, in situ treatment with potassium permamganate (KMnO4) of soil contaminated with chlorinated volatile organic compunds (VOC's) specifically tetrachloroethene (PCE), trichloroethene (TCE) and vinyl chloride (VC) and disposal of contaminated soil. The contractor shall be required to comply with all applicable federal, state and local laws and regulations. Remediation will be conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Contingency Plan (NCP) requirements. EPA anticipates issuing a Hybrid Indefinite Quantity (IQ) with fixed unit prices contract with performance incentives and disincentives for these services. Estimated dollar value for this contract (if all options and incentives are earned) is between $750,000 and $1.5M. This contract will include a 1 year base period and the possibility of 4 (1) year option periods. EPA reserves the right to exercise Option Periods early if necessary. The solicitation is anticipated to be issued on or about July 29, 2011.
