Description
Brand Name Justification Attachment 0001, Serial Numbers RFQ This is a combined synopsis/solicitation commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The George C. Marshall Center (GCMC) in Garmisch-Partenkirchen, Germany has a requirement to renew its annual Cisco SmartNet Maintenance Service Agreement. The Period of Performance for this requirement is 25 JULY 2011 - 30 April 2012. The resulting contract shall consist of a Base Period plus 1 Option Period (for those units with Service Agreements beginning in Fiscal Year (FY 2012). FOB is Destination. In order to be considered for award, the vendor must either be a Premier, Silver or Gold Certified Cisco Partner. All quoters are required to submit documentation with their quote that identifies Cisco Partnership level. Advance Payments are NOT authorized. Contract Awardee shall invoice at the end of each month that services are rendered. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27.FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 252.212-7001 (DEVIATION), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. INSTRUCTIONS TO QUOTERS This requirement is being solicited using FAR 13.5, Test Program for Certain Commercial Items. The purpose of this test program is to vest contracting officers with additional procedural discretion and flexibility, so that commercial item acquisitions greater than the simplified acquisition threshold but not exceeding $6.5 million may be solicited, offered, evaluated, and awarded in a simplified manner that maximizes efficiency and economy and minimizes burden and administrative costs for both Government and industry. As such, the Contracting Officer will perform an initial price reasonableness screening of all quotes. If a quoted price is so high that the Contracting Officer determines the firm has no reasonable chance of award, the Government reserves the right to conduct no further evaluation of the technical portion of the quote. Small business size and identification does not apply to this Request for Quotes. NAICS 519190. 1. INSTRUCTIONS FOR WRITTEN SUBMITTALS. 5.1 Quotes shall be submitted in two separate parts, individually titled as set forth below and in the number of copies required. Part I Technical Part II Price 5.2. Submittal Contents. Part I - Technical: The submission shall include: (1) a statement and supporting Information, in the English language, demonstrating whether or not the quoter can provide the exact SmartNet Service Renewal maintenance a specified below for each item listed in Attachment 1, Serial Number Spreadsheet The George C. Marshall Center intends to Award a Sole Make and Model for Cisco SMARTnet renewal maintenance. No Substitutions will be accepted. In order to be considered for award, the vendor must either be a Premier, Silver or Gold Certified Cisco Partner. All vendors are required to submit documentation with their quote that identifies Cisco Partnership level. The Government shall verify the vendor's Cisco Partner status with Cisco Brand Protection prior to award. The vendor shall warrant that all products are new and in their original Cisco box or is an original Cisco item. The vendor confirms to have sourced all Cisco products provided under this contract directly from Cisco or through Cisco authorized channels only. The vendor shall make the End User (Government) customer clearly known to Cisco so that warranty and service contract information can transfer to the appropriate party. Vendor shall certify prior to award that all Cisco hardware/software to be delivered shall be licensed originally to buyer as the original licensee authorized to use Cisco hardware/software. Prior to payment authorization, the Government intends to confirm with Cisco Brand Protection that all Cisco hardware/software provided under this contract has been sourced through authorized channels only and that all warranties are transferrable to the Government. The contractor is required to confirm all hardware/software serial numbers for the items listed in Attechment 1within seven days after date of award. In the event that the Government determines that any hardware/software to be delivered under this requirement are not 1st tier, the Government need not accept delivery. If after award, the hardware/software delivered is determined not to be 1st tier, the Government has the right to terminate for cause with the Contractor liable to the Government for any and all rights and remedies provided by law including excess re-procurement costs. The Cisco SMARTnet renewal maintenance shall include the following requirements: Advanced hardware replacement (next business day); direct access to cisco.com for IOS updates and software support; Technical assistance online/phone 24 hours a day; and Access to Cisco.com knowledge base and tools. Required delivery is at time of award award, F.O.B. Destination G.C. Marshall Center, Garmisch Partenkirchen, Germany Part II - Price: Quoters shall fill in the price schedule contained in pages 5 to 15 of the Request for Quote. The prices for CLINs 0001 - 0010 shall include a unit price. The unit price shall be multiplied by the quantity stated in the schedule and the full amount/price shall be inserted in the schedule. The prices shall state the currency that they are provided. Quoters shall state acceptance of monthly invoicing and payment terms. Advance payments are not authorized for this requirement.. 6. Representations and Certifications: In addition to the price schedule contained in this solicitation, quoters shall return one completed Representations and Certifications (FAR 52.212-3 ALT I and DFARS 252.212-7000). Quoters are required to ensure current registration on the CCR Website, www.ccr.gov and are encouraged to complete/update Annual Representations and Certifications on the ORCA website, http://orca.bpn.gov. 7. Quoters shall provide a Duns and Bradstreet Number (DUNS) and a NATO Cage Code (NCAGE) Number on your quote. If you do not have DUNS and NCAGE, first register for DUNS at http://fedgov.dnb.com/webform/pages/CCRSearch.jsp. Next, register for NCAGE at http://www.dlis.dla.mil/Forms/Form_AC135.asp. For Block 5. PRIORITY / PRIORITÉ, please mark "Emergency". Be advised that the DUNS and NCAGE is a requirement for award. 8. Tax Relief: Quoters shall complete DFARS Clause 252.229-7001 Tax Relief (JUNE 1997) - Alternate I (JUNE 1997) of this Request for Quote to indicate which taxes, if any, have been excluded from the contract price due to any existing tax agreements between the United States Government's and the quoter's Government. 9. EVALUATION METHODOLODY The Government intends to extend up to one offer resulting from this solicitation to the quoter with the lowest price that is determined to be technically acceptable. Technical acceptability is determined based on the quoters submitted documentation that identifies and demonstrates the quoters ability to provide SMARTnet H/W renewal maintenance in accordance with the requirements set forth above.
