- General Fund RFI The Financial Management Service (FMS) is a bureau of the United States Department of the Treasury. FMS is in the process of designing a central reporting entity referred to as the General Fund of the United States (General Fund). FMS intends to produce a balance sheet for the General Fund at the end of fiscal year (FY) 2012 and a complete set of financial statements for the General Fund at the end of FY 2013. As such, FMS is interested in obtaining accounting services to assess audit readiness and to conduct an audit of the FY 2012 balance sheet and the FY 2013 financial statements. This Request for Information will provide important background information for FMS to understand the scope of the services being requested, information required by firms to provide the requested services, and rough order of magnitude costs and period of performance.
