- This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-11098 a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-53, dated July 5, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 325199, which has a size standard of 1,000. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure BigDye Terminator on a sole source basis from Applied Biosystems. The BigDye Terminator is the only known reagent that is compatible with the 3730 DNA Analyzer located in the lab. This consistency is essential for analysis data to ensure the continuity of on-going research on viruses that play an important role in disease of the respiratory and gastrointestinal tracts, the liver and the reticuloendothelial. Changing vendors would compromise experiments and prevent proper interpretation of the results. Item/Description/Quantity: 1) BigDye Terminator v1.1 Cycle Sequencing Kit, 5000 rxn, #4337452, qty-1. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price, and 3) delivery. Place of delivery Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
