- Pre-proposal meeting notes from 7-6-2011 to include question and answer session. CHANGE TO PROPOSAL DUE DATE (EXTENSION) TO 1700 MST JULY 15, 2011. ADDITION OF PRE-PROPOSAL NOTES, TO INCLUDE QUESTION AND ANSWER SESSION, NOW INCLUDED IN ATTACHED DOCUMENTS. PLEASE NOTE THAT ALUMINUM IS NOW ACCEPTABLE, IN ADDITION TO ORIGINAL STEEL-EXCLUSIVE SPECIFICATION, FOR THE STRUCTURAL PLATE INCLUDED IN THE PROJECT GUIDELINES. Proposals are being solicited by the Rocky Mountain Region (R2), USDA Forest Service for the Willow Creek Culvert Project located on the Sulpher Ranger District on the Arapaho and Roosevelt National Forest, Grand County, Colorado. This project consists of the replacement and maintenance activities associated with the Willow Creek culvert. The work would include, but not limited to, site grading and drainage, structural removal, embankment, structural excavation, riprap, aggregate surfacing, precast concrete footings, structural plate culvert, seeding, erosion control, streambed simulation rock, and traffic control, and all other incidental items necessary to complete the project in accordance with the plans and specifications. This requirement is being solicited as a Firm-Fixed Price request for proposals (RFP). The Government plans to award a Firm-Fixed contract without discussions for this acquisition. The approximate state date for the project is late summer 2011. Proposals are due at 5:00 p.m. MST, July 11, 2011. The estimated price range is between $100,000 and $250,000. The allotted time for this contract is one hundred twenty (120) days from the date of issuance of the notice to proceed. All work shall be performed on the Sulphur Ranger District on the Arapaho and Roosevelt National Forest in Grand County, Colorado. A prebid meeting will be held on Wednesday, July 6 at 10:00 AM Local Time. Participants will meet at the Sulphur Ranger District, 9 Ten Mile Drive, P.O. Box 10, Granby, Colorado 80446. RSVP to the Dick Stowers at 970-887-4118 and Kim Luft at kluft @fs.fed.us All participants must RSVP by July1, 2011. PARTICIPATION IS NOT REQUIRED. Evaluation Criteria: Award will be made to that offeror (1) whose proposal is technically acceptable and (2) whose technical/cost relationship is the most advantageous to the Government. Evaluation factors other than cost or price, when combined, are approximately equal to cost or price in the award decision. The Government will reserve the right to make cost/technical trade offs that are in the best interest and advantageous to the Government. Further detail will be provided in the posted solicitation. This is a total small business set aside. The solicitation will be available for free download at www.fbo.gov. All questions shall be submitted no later than July 12, 2011. All Offerors shall be registered to the Central Contractor's Registry (CCR) in accordance to FAR 52.204-7 to be considered responsive to this solicitation. All Offerors must be registered in ORCA in accordance to FAR 52.204-8 to be considered responsive to this solicitation. All Offerors must respond to all evaluation criteria in Section M of the solicitation to be considered responsive to this solicitation. Offerors to fail to meet these three criteria will not be considered in the Technical Evaluation of offers. All future information on this solicitation will be distributed solely through this site.
