Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number HSCG38-11-Q-200107 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,000 employees. The US Coast Guard Aviation Logistics Center has a requirement for the replacement of HH-65C pilot and co-pilot collective stick grip. The contractor shall perform tasks that included design, development, and documentation of the replacement collectives. The pilot and co-pilot collective grips shall be of the same size and functionality as the OEM's; Soditech Ingenierie (P/N's: 52457 & 52458), with a slight variation with the pilot grip containing two extra switches for hoist control and shear. Refer to attached operation description and wiring diagrams. All collective grips will be certified as airworthy and suitable for installation in Coast Guard SRR aircraft. Required shell material can be either molded glass fiber reinforced polypropylene plastic or cast aluminum alloy with corrosion resistant finish. All Technical questions will be referred to Michael Wheeler, Aircraft Equipment Specialist SRR NPD (252) 335-6380. Non-Recurring Engineering efforts include the following tasks as required: Develop a replacement pilot and co-pilot collective grip IAW with wiring diagram, drawings and functionality as provided by the USCG. One pilot and one co-pilot collective shall be manufactured and delivered for testing by the USCG. These two replacement units will be classified as "first article" components and are to be made available for testing and evaluation by the USCG. The contractor shall revise the modification design as required to resolve any deficiencies discovered during testing and evaluation. All "first article" components shall be airworthy and suitable for installation on Coast Guard aircraft. It is the intent of the government that upon approval by the USCG of initial production model, to serve as the manufacturing standard for the pilot and co-pilot collectives, that a production quantity of 10 ea pilot and 10 ea co-pilot grips be produced at the same facility. Requests for examination of OEM part(s), installed and uninstalled, are available upon request. The Supplier will furnish a Certificate of Airworthiness Approval (FAA 8130-3 or JAA Form One) in accordance with U.S. Federal Aviation Administration (FAA) procedures for each part. The Supplier will furnish a Certificate of Conformance in accordance with FAR Clause 52.246-15 for all parts. Parts must be produced in accordance with the means outlined in part 14 USC Federal Aviation Regulations Part 21, certification procedures for products and parts. Parts must be maintained in accordance with parts 43 and 91, and meet applicable original equipment manufacturer (OEM) design standards. Incorporate the following information in quotation: CLIN 1 DESIGN/DEVELOPMENT NRE TOOLING (MOLDED AND/OR CAST ALUMINUM) CLIN 2 COLLECTIVE GRIP, PILOT (FIRST ARTICLE) 1 EA CLIN 3 COLECTIVE GRIP, CO-PILOT (FIRST ARTICLE) 1 EA CLIN 4 COLECTIVE GRIP, PILOT (PRODUCTION LOT) 10 EA CLIN 5 COLECTIVE GRIP, CO-PILOT (PRODUCTION LOT) 10 EA The Coast Guard has an immediate need for the delivery of the collective grips and is requesting delivery of initial production model no later than 150 days after receipt of order. Upon approval of the "first article" tests and evaluation from the USCG, delivery of production lot is requested no later than 90 days from approval. PRIOR TO ANY PRODUCTION LOT RUN AURTHORIZATION SHALL BE IN WRITING THROUGH USCG. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. The US Coast Guard Aviation Logistics Center intends to award a firm-fixed price purchase order with option to purchase additional collectives for each pilot and co-pilot as a result of this synopsis/solicitation. Vendor must possess appropriate FAA certification. Certifications shall be required prior to award. Drawings, pictures, specifications and SOW that are available are attached to this solicitation. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment to destination and transshipment to Coast Guard units without repackaging or incurring damage during shipment and handling. Items shall be individually packaged and labeled. Labeling shall include the appropriate national stock number, part number, nomenclature, serial number, quantity, delivery order and line Item number. Labeling data shall be attached to the outside of the shipping container. Bar coding is not required. Earlier deliveries are desired and will be accepted. F.O.B. Destination is requested as the F.O.B. point for all Deliverables. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. NOTICE FOR FILING AGENCY PROTESTS It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103. If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
