- Off-Site Magnetic Cartridge Tape Storage This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is OPM32-11-T-0031 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-53 effective 05 Jul 2011. This procurement is a total set-aside for Small Businesses (SB) with the North American Industrial Classification System (NAICS) code 541519. The small business size standard is $25 million. The Office of the Chief Information Officer (CIO), Data Center (DC) manages the Enterprise Servers consisting of IBM Z9s running the z/VM; zOS; and z/Linux operating systems. The Data Center comprises two branches and two teams organized to provide IT services for the various program offices within the Office of Personnel Management (OPM). The Data Center functions in a 7 x 24 environment and has staff in Washington, D.C., Boyers, PA, and Macon, GA. Specifically, the Data Center provides magnetic tape media back up of OPM core business applications, supporting program offices and e-Government initiatives. These back ups are rotated off-site and sent to Boyers, PA for use in the event of a disaster. CIO is requesting the procurement of services to provide off-site magnetic tape storage, pickup, delivery, and transportation to OPM's disaster recovery site. The successful contractor will be required to provide the following services: • Daily tape media pickup and delivery including holidays • Provide online access to inventory tapes in storage • Provide delivery of tape media to OPM's Disaster Recovery site in Sterling Forest, NY OPM intends to award a single fixed price purchase order in accordance with FAR 13.106 (Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation). The estimated period of performance is one (1) year from the date of award with four (4) option periods of one (1) year each. The Government reserves the right to award without discussions if the Contracting Officer determines that the initial offer is fair and reasonable and that discussions are not necessary. Offerors are invited to submit quotations to the OPM, Contracting via e-mail (only) at sheron.spann@opm.gov in response to this notice by 8:00 AM (Eastern), Thursday July 14, 2011. Quotations submitted in response to this notice shall include "Sol. No. OPM32-11-T-0031 - AT07175" in the subject line of the e-mail transmission. Only e-mailed requests for additional information will be accepted at sheron.spann@opm.gov through 3:00 PM (Eastern), Monday July 11, 2011. Communications with other officials outside of Contracting may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Offerors must be registered in the Central Contractor Registration (CCR) database and be certified as a small business to be considered for award. Attachments: 1. Statement of Work 2.
