- Design/Build an Army Reserve Center (ARC), Chester/Newtown Square, PA. Primary facilities include land acquisition and construction of an ARC training building, Organizational Maintenance Shop (OMS), Unheated storage, and Organizational Parking. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, and masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. The estimated cost range for the project is between $10 and $25 Million. The Construction Cost Limitation (CCL) for the project is approximately $18,450,000. NAICS code is 236220. Size standard is $33.5M. The construction contract duration is 660 calendar days. The solicitation will contain options for the following: Non-Bona Fide Need OMAR Funded Items, Bona Fide Need OMAR Funded Items, Ground Source Heat Pump Training Building, Additional PV Solar Array, Interior LED Lighting and Concrete Pavement for MEP. This is a Single Phase, Design-Build, Tradeoff/ Best Value procurement. This process requires potential offerors to submit their performance and capability information for review and consideration by the Government. Potential offerors also are required to submit their technical and cost proposal for consideration by the Government. Evaluation criteria include: Prime Contractor Experience, Design Contractor Experience, Prime Contractor Past Performance, Design Contractor Past Performance, Safety, Design Drawings, Design Narrative, and Management Plan. The approximate issue date is 22 July 2011 and approximate closing date is 23 August 2011 at 2:00 pm Eastern Time. Project documents will be issued via the web only. Downloads are available via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. Amendments will be available only through the FedBizOpps website. This is a Full and Open Competitive procurement. The Pre-Proposal Meeting/Site Visit is tentatively scheduled for 9 Aug 2011 at 10:00 a.m. Eastern Time at the project site (Edgmont Army Reserve Center, 2101 Delchester Road, Newtown Square, PA 19073).
