Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on a full and open competitive basis. The award of a FFP contract is anticipated. The requirement is for the assessment, design, acquisition, configuration, installation, and assistance in migration of existing Enterprise Resource Planning (ERP) software applications and associated data onto a state-of-the-art integrated hardware solution (HS) at the United States Naval Academy (USNA) including post-installation tuning, adjustment and operational training. The primary objective of this task is an installed ERP HS capable of accommodating a diverse variety of enterprise-wide client-server applications, databases and web services supporting academic, military, management and administrative requirements unique to a military higher education environment. A secondary objective of this task is not to impede critical USNA ERP-related availability periods. The Statement of objectives (SOO) will be provided in the solicitation. The contractor shall provide a contractor-developed performance based work statement, performance metrics, and quality assurance surveillance plan to guide the design-build effort. The performance-based performance work statement will state required outcomes specified by USNA ™s statement of objectives. The applicable NAICS code is 541512. The size standard is $25M. The FSC is D307. All responsible sources may submit a proposal, which will be considered by FISC Norfolk, Contracting Department, Philadelphia Office. Upon its release the solicitation will be issued electronically and will be posted at Navy Electronic Commerce Online (NECO) and can be found at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for the information received. It is anticipated that the solicitation will be released o/a 30 June 2011. The closing date for the receipt of offers will be set forth in the RFQ. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award.
