Description
Cyberspace Research: The solicitation number is FA8601-11-T-0163. The NAICS Code is 541712. The size standard is 500 employees. The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). The proposed source is Third Wave Strategies, Summerville SC. The purchase is for Cyberspace technology research and uses of alternative non-kinetic forms of weaponry, particularly for defensive purposes. This support has also included work related to the Science Enhanced Domains and Secure Social Spaces (SENDS) initiative. The extended effort will support the continued growth of concepts that support the development of a science of cyberspace, a major thrust of the SENDS Project, while maintaining the momentum required to support SENDS through transition from Pilot Project to mature program. This is a follow-on effort that would extend work previously performed by Third Wave Strategies to assist Center for Cyberspace Research initiatives to defend and exploit cyberspace, including research into the socio-technological convergences that compose the cyberspace environment and the conduct of advanced technology research and assessments. This notice of intent is not a request for competitive quotations; however, any information received within five (5) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any information should be e-mailed to Ryan.Huffman@wpafb.af.mil or faxed to Ryan Huffman, ASC/PKOB, (937) 257-3926 no later than 3:00 P.M. local time on 12 July 2011. E-mail submissions must contain the subject line, "Solicitation FA8601-11-T-0163, Cyberspace Research." E-mail filters at WPAFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through the e-mail filters. Also.zip or.exe files are prohibited attachments and may be deleted by the WPAFB e-mail filters. Ensure only.pdf,.doc, or.xls documents are sent as attachments to e-mail.
