Description
The Naval Air Warfare Center Aircraft Division, Lakehurst New Jersey has a requirement for the following item in support of the NAVAIR Metrology and Calibration METCAL Program: Model 8802A1 Laboratory Primary Vibration Systems, twenty-two (22) each. The 8802A1 Laboratory Primary Vibration Systems is a combination accelerometer calibrator and charge amplifier used to calibrate and support piezo electric accelerometers, velocity transducers, strain gage transducers, vibration accelerometers and portable vibration calibrators. The model 8802A1 Accelerometer Calibrator System's are currently used as a Primary Measurement System (PMS) and transfer standard for the Operation Inter-lab West (OIW) program supported by the Navy Primary Standards Laboratory (NPSL). Due to critical accuracies and correlation between laboratories, a report of calibration is required for each system. It is critical that one model number (system) be maintained by the OIW program to stabilize accuracy and minimize measurement uncertainty correlations between labs. The process uses the same standards for turn in, report of calibration, re-issue, repair and accuracy comparison between labs (model 8802A1 is used as the accuracy transfer standard). The Government intends to procure these items under the authority of 10 U.S.C. 2304(C) (1), as implemented by FAR 6.302-1. Kistler Instruments Corp., Amhurst, NY, is the original equipment manufacturer (OEM), and as such, is the sole designer and manufacturer for the above identified items. As the OEM, Kistler Instruments Corp. owns the technical drawings, specifications, and data rights relevant to manufacture, repair, and comply with the original government specifications. They can guarantee the equipment meets the original performance characteristics, design features and operational instructions. The Government does not own any data to the 8802A1, or other specifications to permit full and open competition. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government.
