Description
MSC will be issuing a Request for Quotation (RFQ) for the following services; 1.0 Background The Engineering Branch (N7) of the Military Sealift Command (MSC) is requesting engineering support to conduct a Computational Fluid Dynamics (CFD) Analysis of an optimized bulbous bow shape for the T-AKR 310 Class WATSON. The actual operating profile for the T-AKR 310 Class ships does not match their design operating profile. The ships frequently operate at drafts less then full load so that the existing bulbous bow is partially above the waterline. A study was performed to compare the difference in resistance between the existing bulbous bow, a modified bulbous bow, and a conventional "bulb-less" bow under these operating conditions. This study showed that a modified bow could provide operational cost savings. 2.0 Scope of Work The task will consist of a CFD analysis to analyze the existing bulbous bow and compare it to a modified bulbous bow. The modified bulbous bow will be optimized for a common operating condition and then compared to the existing bow over a range of speeds, drafts and trims. The goal of this task is to identify the optimum bulb shape that produces the greatest increase in hull efficiency when compared to baseline under the most common operating conditions. 3.0 Delivery Schedule (a) Kick-Off Meeting Minutes - Within five (5) business days of kick-off meeting. (b) Final Modified Bulbous Bow Shape Analysis - Within fifty (50) business days following award. (c) Final CFD Models - Within one hundred-five (105) business days following award. (d) Final CFD Analysis Report - Within one hundred sixty-five (165) business days following award. A firm-fixed price Order will be issued resultant of this RFQ. Award will be made to the lowest price, technically acceptable quote received in response to this RFQ.
