Description
The following is a solictation for a vendor to provide ICS-402 Advanced Liaison Officer Training course to 15 students. The time of Performance requesting for the 3 day course is July 26th through July 28th. The course is to be completed on the 28th. The price will be based on per Quota. The course objectives are as follows: Provide the student with an understanding of the working relationship between the Liaison Officer and the rest of the Incident Management Team. Provide the student with an understanding of their Liaison duties as part of the Incident Commander's Staff. Provide training and exercise in the roles and responsibilities of the Incident Liaison Officer, Assistants and agency representatives. Through lecture and exercise demonstrate the skills needed to properly staff and supervise the Liaison organization during response. Detail the Operational Planning Process including working with Command, other Command staff, and General Staff in supporting incident response activities. Learn to work in harmony with other entities including Emergency Operation Centers, Joint Field Office and Area Command. Learn to properly size the Liaison organization based on Incident requirements. Learn to coordinate and manage assisting and cooperating agencies, and stakeholders throughout the response efforts. Learn how to develop and maintain a Stakeholder Coordination Plan. Learn how to determine organizational effectiveness, as well as implementing corrective measures. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR SERVICE PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE SOLICITATION NUMBER IS DRC004. THIS COMBINED SYNOPSIS CONSTITUTES A SOLICITATION AND INCORPORATES PROVISIONS AND CLAUSES IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR 2007. THIS ACQUISITION IS FOR A SMALL BUSINESS. THE NAICS IS 611430. THE CONTRACT TYPE WILL BE A FIRM FIXED PRICE PURCHASE ORDER. THE GOVERNMENT PROPOSES TO SOLICIT FROM THE FOLLOWING ITEMS PROVIDED BELOW.
