- NASA/GSFC has a requirement for replacement detectors for use in two existing NASAinstruments. The existing instrument designs use Perkin-Elmer SPCM detectors.OnlyPerkin-Elmer SPCM detectors can ensure compatibility with the existing instrument. NASA/GSFC intends to purchase the items from Pacer USA LLC pursuant to FAR 13.106 for theacquisition of supplies or services determine to be reasonably from one source. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities statement to perform the effortin writing to the identified point of contact not later than 2:30 p.m. local time on July11, 2011. Such statements will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit a statement which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
