- Description: FY 2012 Standards Enforcement for FMVSS No. 304, "Compressed Natural Gas (CNG) Fuel Container Integrity" Objective: The National Highway Traffic Safety Administration (NHTSA) of the Department of Transportation (DOT), has a requirement for test and inspection services to determine whether CNG fuel containers, designed for use in motor vehicles, comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No.304. Background: FMVSS No. 304, " Compressed Natural Gas (CNG) Fuel Container Integrity ", sets for the the minimum performance requirements for compressed natural gas containers used for fuel storage in motor vehicles. It includes the testing provisions which are necessary to determine whether a fuel storage system meets those performance requirements. The test provisions include a pressure cycling test which simulates container fatigue resulting from in-use refueling, a hydrostatic burst test which determines whether or not a container meets the minimum strength requirements set forth in FMVSS No. 304, and bonfire tests which determine the resistance to rupture of a container as a result of exposure to a fire and a labeling requirement. The Contractor shall furnish the necessary qualified technical personnel, facilities and equipment to perform inspection and compliance testing services necessary to determine conformance of sample rear impact guards with the requirements of FMVSS No. 304, "Compressed Natural Gas (CNG) Fuel Container Integrity". The contractor shall provide reporting services in conjunction with the inspection and compliance testing services. The Contractor shall conduct inspections and tests of the samples provided. Contract Award: The contract will have a total possible performance period of sixty (60) months. This includes a base period of twenty-four (24) months, and if executed, an option period of twenty-four (24) months, and a final option period of twelve (12) months. This solicitation is full and open competition. The NAICS code is 541380. Solicitation: The solicitation DTHN22-11-R-00471 will be available for downloading from http://www.fedbizopps.gov/ on or about July 27, 2011. All questions regarding this solicitation must be submitted in writing via e-mail to NHTSA.oam@dot.gov no later than July 13, 2011. The anticipated award date for this resultant contract is expected on or about August 11, 2011.
