Attachment #4 - DOL Wage Determination Attachment #3 - Project Drawings Attachment #2 - Specifications Attachment #1 - Table of Contents Solicitation Body Solicitation Award Sheets STATEMENT OF WORK BOULDER RANGER DISTRICT - 2011 IDIQ ROADS MAINTNENANCE Description of Work The project includes, but is not limited to, the following work: Road and parking area reconstruction, construction and maintenance; road obliteration; road maintenance; clearing and grubbing; culvert installation and repair; sign installation and repair; erosion control; gate and fencing installation and repair; cattleguard installation and repair; material haul; haul and placement of imported borrow or aggregate; geotextile placement; and other related road work as described in the Statement of Work under each Task order. Location of Project The projects will be issued by individual task orders and will be within the Boulder Ranger District boundary as delineated on the attached map. The intent of this solicitation is to award one contract covering the Boulder Ranger District of the Arapaho and Roosevelt National Forests and the Pawnee National Grassland. Performance of the Work All work shall be conducted in a safe and expedient manner and in conformance with the specifications referenced in the task order. When applicable, traffic control shall be in accordance with standards set forth in the most current edition of the Manual on Uniform Traffic Control Devices (MUTCD). All work shall be conducted by personnel fully qualified to perform the tasks assigned, and shall be supervised by a designated Contractor's Representative. Equipment All equipment shall be in good repair, and capable of accomplishing assigned tasks in a safe and environmentally acceptable manner. Where applicable, all equipment shall be fitted with approved spark arrestors. All equipment shall be cleaned of earthen and vegetative materials that may contain weed seed prior to delivery onto National Forest Lands. Equipment and Materials Storage & Staging Upon concurrence from the Contracting Officer's Representative, certain areas on the National Forests and Grasslands may be used on a case-by-case basis for storage of equipment and/or materials during active construction and/or maintenance periods. The Contractor shall be responsible for protection of items stored on Government property, and shall ensure adequate safety measures are maintained at such sites. All repairs to equipment under this contract shall be made and paid for by the Contractor. IDIQ Awards and Task Orders By design, an IDIQ (Indefinite Delivery, Indefinite Quantity) contract allows the government to respond to various emergencies and light construction needs rapidly, without committing to a specific quantity or type of work. When a project is initiated, a task order will be offered to a contractor that outlines the work list for the roads, directions and maps, equipment needs, dates, and project location. The minimum and maximum (cumulative) task order amount for the duration of the base year performance period and for each optional performance period will be as follows: $2,500 Minimum $500,000 Maximum No guaranteed minimum award will be provided for any subsequent optional performance years. Routine Road Maintenance- Gravel and Native Surfaced Roads When the task order calls for routine blading (road grading) of forest roads, equipment operators with no previous national forest road maintenance experience shall view a short (18-minute) video on proper road maintenance techniques prior to beginning work. The operator shall work in a manner that closely follows the techniques shown in the video. Commercial Materials Commercial provided materials, such as aggregate, imported borrow, or gates, shall be paid for separately under each Task Order. Government-Furnished Materials Unless otherwise agreed upon, any construction materials incorporated into the work shall be furnished and delivered to or near the project site(s) by the Government.
