Description
1. Contract Information The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), intends to acquire by Indefinite Delivery Indefinite Quantity (IDIQ) contract the development, updates, delivery, and tracking of functional training related to various technical aspects of the National Urban Search and Rescue (US&R) Response System and its emergency search and rescue mission. A solicitation for this work, following the procedures of FAR Part 15 for Contracting by Negotiation, will be made available on this web site on or about July 21, 2011 with offers due on or around August 22, 2011. This acquisition is 100 percent set-aside for small business concerns. The NAICS Code for this procurement is 611430 with a n applicable size standard of $ 7.0 million. Offerors will be evaluated on technical capability, past performance, and price. The Government intends to make multiple awards if it is in the Government's best interest to do so. The period of performance for the resulting award(s) will be a base period of one (1) year plus four (4) one year option periods. 2. Project Information The subject functional training contributes to the ability of the Federal Emergency Management Agency (FEMA) National US&R Response System to provide qualified, competent US&R personnel in support of Emergency Support Function 9 (ESF-9) activities under the National Response Framework (NRF). Specifically, contract will provide for the delivery of standardized national level functional training that will enhance the skills of National US&R Response System participants. Under the National Response Framework, FEMA is the designated lead agency responsible for providing Federal Urban Search and Rescue assistance to State and local governments during federally declared emergencies or disasters. The NRF Emergency Support Function 9 Annex describes the FEMA US&R mission in some detail. Briefly, the FEMA US&R mission is to locate, stabilize, and safely extricate the survivors of structural collapse incidents primarily those that involve heavy reinforced concrete construction. To perform this mission, a number of functional specialty skills are required and integrated into National US&R Task Force organization using Incident Command System principles. These specialties include Management (Incident Support Team and Task Force), Search (Technical and Canine), Medical, Logistics, and Communications, among others. This requirement covers national functional training delivery. This training improves the level of performance proficiencies and increases the overall capabilities of the National US&R Response System. The national US&R Response System is a partnership of more than 6,000 local, State and Federal first responders. It is presently composed of a Program Office, 28 Task Forces located throughout the United States, and three Incident Support Teams that provide on-scene leadership and management during an emergency incident. In addition there are approximately 20 teams involved in Search and Rescue operations that are members of the State Urban Search and Rescue (SUSAR) alliance. The training required includes but is not limited to lectures, skill performance, group activities and exercises and the use of web based learning methodologies. In addition, some courses may include the use of heavy construction equipment, state of the art medical equipment and high tech communications equipment essential to develop the desired level of responder expertise. Historically, the National US&R Response has delivered approximately 15 courses offered annually to approximately 500 System members. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror's responsibility to monitor the FedBizOpps.gov web page for the release of the solicitation and any amendments that may follow. The final RFP should be available for downloading on or about fifteen (15) days after publication of this announcement. Telephone inquiries will not be honored. Offerors are cautioned to include the Solicitation Number HSFEHQ-11-R-0086 on all documentation submitted in response to this requirement. Contract award will be based on best-value to the Government where technical merit is significantly more important than cost/price. The IVL (Interested Vendors List) feature has been activated on the Vendors portal to FedBizOpps and firms are encouraged to provide their contact information there to help maximize teaming arrangements and small and small disadvantaged business participation on this procurement. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award. Address: The exact training site and type of facility required to conduct the courses will vary from course to course. The contractor must have the ability to conduct any given course when required, at numerous locations across North America. Final site selection shall be coordinated with the contractor and approved by the COTR prior to the course presentations., United States
