- This is a combined synopsis/solicitation for commercial Items in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ). Please reference solicitation number 11-233-SOL-00370 on all correspondence. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52 effective 31 May 2011. This procurement is for full and open competition, and the associated North American Industry Classification System (NAICS) code is 325413 with a business size standard of 500 employees. The Department of Health and Human Services (DHHS) has a firm fixed price requirement to procure the following: CLIN 1 Microfluidic cards: Description: The contractor shall provide a card that is compatible with the ViiA7 instrument. The card should be a 384-well microfluidic card that enables 384 simultaneous real-time PCR reactions without the need for liquid-handling robots or multi-channel pipettors to load samples. Eight individual samples should be able to be run, per card, which will distribute to 48 individual 1uL reaction vessels spotted with dried PCR primers and probes. Quantity: 360 F.O.B. Destination - Chamblee, GA 30341 The solicitation incorporates one or more clauses by reference, with the same force and effect as if given in full text. Full text of a clause may be accessed electronically at: https://www.acquisition.gov/far/. The following provisions in Federal Acquisition Regulation (FAR) apply to this acquisition. FAR 52.212-1, Instructions to Offers Commercial Items (June 2008) FAR 52.212-2, Evaluation-Commercial Items (JAN 1999). Offers will be evaluated based on price and technical factors set forth in the description and award will be made to the responsible, responsive firm offering the Lowest Priced Technically Acceptable offer to the Government. FAR 52.212-3, Offerors Representations and Certification - Commercial Item (May 2011). An offeror shall complete only paragraph (b) of 52.212-3 provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of 52.212-3 provision. FAR.52.212-4, Contract Terms and Conditions-Commercial Items (June 2010) The Government intends to award a firm fixed price purchase order resulting from this solicitation only if it can be determined that the responsible offerors quotation, conforming to the solicitation, will provide the most advantageous solution to the Government requirement, considering price and technical acceptability. The Government reserves the right not to award a contract in response to this solicitation if it determines that none of the offers received provide the best value to the Government. In such a case, the Government will not be liable for any bid or proposal costs. Award may be made only to a contractor who has registered with the Central Contractor Registration prior to contract award. You can register at the CCR website: http/www.ccr.gov. Quotes shall reference the RFQ Number 11-233-SOL-00370 and shall be sent to the Contract Specialist, Mr. Micah Kauzlarich (micah.kauzlarich@psc.hhs.gov). Quotes will be accepted via email only, provided they are received by the time and date established for receipt of proposals. Any questions regarding this requirement may be submitted, via email, to Mr. Micah Kauzlarich via the same email address no later than Friday, 8:00 AM, EST, July 7, 2011.
