- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD2011108 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-52. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Applied Biosystems, 850 Lincoln Centre Drive Foster City, CA 94404 a quantity of one (1) ea of the following instrument and components:1.5500xl-u Sequencer Upgrade from SOLiD 4 to include: a.5500xl SOLiD Sequencer and workstation computerb.5500xl SOLiD Instrument Control Softwarec.5500xl SOLiD Sequencer Accessoriesd.5500xl SOLiD install reagents ande.5500xl Upgrade Training Webinar Upgrading the SOLiD sequencer to 5500 XL increases the capacity of the machine from 30 Gigabase-pairs per run to 300 Gigabase-pairs per run. This increase in capacity allows for greater sample throughput in a shorter time. Upgrading to the XL also dramatically reduces the overall cost of sequence per base. It is vital to keep this instrument updated with the latest Applied Biosystems software since we are currently using the instrument for critical whole genome sequencing projects, which are very expensive and time consuming. The new 5500XL upgrade has been carefully selected by Applied Biosystems to work with the existing instrument and is currently the only available option for efficient operation of the SOLiD instrument. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within 12 days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors Commercial Items; FAR Clause 52.212-2, Evaluation Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the service specified in this synopsis should submit two (2) copies of their quotation to the below address. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by July 20, 2011 by 10:00 a.m. EST. The quotation must reference Solicitation number NICHD2011108. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to Eunice Kennedy Shriver National Institute of Child Health and Human Development, 6100 Executive Boulevard, Room 5Z00, Rockville, MD 20852.
