Description
Requirements Engineering Training Program Statement of Work Requirements Engineering Training Program The United States Patent and Trademark Office (USPTO) intends to establish a Blanket Purchase Agreement (BPA) to fulfill its requirement to obtain commercially available on-site, instructor-led training support in identifying and providing all phases of a Requirements Engineering Training Program for both business analysts and systems analysts to improve their capabilities to develop and use all levels of requirements for information technology (IT) that the Chief Information Officer (CIO) provides to support the mission of the USPTO. The Requirements Engineering Training Program must be based on the work of Karl Wiegers' book, Software Requirements, 2 nd Edition, which establishes basic principles, processes and best practices of requirements engineering and enhanced with the ability to provide training in additional topics as identified during the assessment phase. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 282P1150405. The solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52. (iv) This acquisition is reserved for small businesses. The requirements will be fulfilled using the Simplified Acquisition procedures, Part 13 of the FAR, and the test program authorized in FAR subpart 13.5, to the maximum extent possible. The associated North American Classification System (NAICS) code is 611420. The small business size standard is $7.0 million. The USPTO intends to establish a Blanket Purchase Agreement (BPA) with small businesses including HUBZone and Service-Disabled Veteran-owned businesses. The USPTO reserves the right to issue more than one BPA. The initial BPA(s) will be issued for a period of one (1) year, with four (4), one-year option periods to renew. If more than one BPA is awarded, as requirements occur, the USPTO will compete the actions among the BPA holders. Exact requirements are not known at this time and there is no guarantee of requirements. The USPTO reserves the right to cancel any company's BPA for any reason including, poor performance and/or if the company's prices are determined to be no longer competitive. In addition, the USPTO may solicit additional companies at any time to replace or increase existing BPAs to fulfill the USPTO's requirements. (v) See attached Requirements Engineering Training Program Statement of Work for details of the requirement. (vi) Descriptions of requirements to be acquired (See attached Requirements Engineering Training Program Statement of Work). Offerors must provide certified trainers for the training that they are offering to the Government. Additionally, offerors must be licensed to teach the training courses developed by Karl Wiegers for developing excellent software requirements. (vii) Dates and Places of delivery and acceptance: Dates have not been determined at this time. Place of delivery will vary but most training will be conducted at the present USPTO headquarters located in Alexandria, VA 22314. The dates and delivery location will be specified in each order. (viii) The provision at 52.212.1, Instructions to Offeror-Commercial, applies to this acquisition. In addition, Offerors are required to submit (1) Brief capabilities statement not to exceed 10 pages, and (2) References (including contract number, point of contact name, telephone number, and e-mail address) from 3 current customers with whose company the offeror has had an relationship for over one (1) year and training in excess of $25,000 for the year, (3) Offerors shall submit documentation to prove they are licensed to teach the training courses developed by Karl Wiegers. Offerors who submit a quote without the documentation to substantiate they are licensed to teach the courses will be eliminated without further consideration for award. An Offeror ' s entire electronic proposal, including catalogs and brochures, shall not exceed 20 pages in length, excluding pricing. In the capabilities statement, offerors should address their capabilities as those capabilities relate to the evaluation factors. (ix) The provision at 52.212.2, Evaluation-Commercial Items, will be used to evaluate offerors for awarding BPAs. The Government intends to award BPA(s) resulting from this solicitation to the most responsible offeror/offers whose offer conforming to the solicitation will be the most advantageous, representing the best value to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Training/Management Approach, (2) Staff Experience, (3) Past performance, and (4) Price. Factors are listed in descending order of importance. Factors 1, 2, and 3 are individually and collectively more important than price. Offerors are required to submit pricing for all phases of the attached Requirements Engineering Training Program Statement of Work for a group of business analysts where approximately 12 members of the group need to be interviewed, a Customized Training Workshop is to be provided for up to 20 students and subsequent Follow-up is provided for the group. Pricing must include proposed labor categories and hourly rates. Pricing must be provided for the Base Year, and the four (4) option years. Pricing should be in MS Excel 2003 or later format. (x) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The clause at 52.217-9 Option to Extend the Term of the Contract clause applies to this acquisition. (xiii). N/A. (xiv) N/A.
